Request for Qualifications – Standard Form (SF) 330 Architect & Engineering and Professional Support Services IDIQ Bureau of Reclamation Department of Interior

BACKGROUND:

Bureau of Reclamation has a requirement for a multiple award Architect-Engineering (A-E) Services and related professional services in support of Reclamation’s facilities and projects. The A-E and Professional Support Services IDIQ will be utilized by all the Bureau of Reclamation (Reclamation) offices found in the 17 western states. While projects will primarily be located within the 17 western states within the United States.

Reclamation is seeking A-E Services, as well as supporting professional services, under an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract with a five-year performance period. Reclamation intends to make multiple awards with a minimum of one award reserved for small business entities. If Reclamation is unable to make an award to a small business, it reserves the right to make that award to a large business. Under the resultant contract, A-E services will be negotiated and ordered as needed via Task Orders placed using firm fixed-price labor rates which will be established under the IDIQ contract. Each Task Order issued will fully describe the work to be accomplished, the time parameters for performance, and list all required deliverables.

SCOPE OF WORK:

Reclamation intends to utilize multiple contracts to obtain A-E and Professional Support Services on a variety of projects, which include, but are not limited to:

· Civil engineering services

· Geotechnical services

· Mechanical engineering services

· Electrical engineering services

· Water and environmental science services

· Engineering support services (specifications, costs estimates, value engineering, and inspections);

· Risk analysis,

· Dam safety and security services

· Consultant review boards

Work shall be performed through the issuance of Task Orders executed under the basic IDIQ contract. Task Orders are intended to provide for services on an individually negotiated firm fixed price or labor hour basis. The successful awardees of this requirement will be responsible for providing all required personnel, equipment, travel costs, tools and materials needed to accomplish any of projects that will be ordered. See the attached Statement of Work for a detailed description of the possible A-E and Professional Services.

PERIOD OF PERFORMANCE:

The period of performance for the IDIQ is anticipated to begin in April 01, 2021 and continue through March 31, 2026.

SMALL BUSINESS STRATEGY:

This solicitation is full and open competition with a minimum of one award reserved for small business; however, if Reclamation is unable to award to a small business, it reserves the right to dissolve the small business reservation and award it to a large business. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services, which has a small business size standard of $16.5 Million.

IDIQ MINIMUMS AND MAXIMUMS:

There is a guaranteed minimum ordering obligation of $3,000.00 over the five-year performance period of the IDIQ award. The total maximum cumulative contract dollar value over the five (5) year ordering period will be capped at $45,000,000 per IDIQ awarded A-E firms.

EVALUATION AND SELECTION CRITERIA:

Evaluation & Selection will be made in accordance with the Selection of Architects and Engineers statue (40 USC chapter 11) formerly known as the Brooks Act and Federal Acquisition Regulations outlined in FAR Subpart 36.6. Offerors will be evaluated and ranked based on the criteria identified below.

Submission of Standard Form (SF) 330

The A-E firms must demonstrate each of the key personnel's qualifications with respect to the published evaluation factors for all services as described above.

This is a Request for Qualifications (RFQ) of A-E Offerors interested in contracting for this work. The A-E Firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture and/or engineering that will have contractual and management responsibility for the project design. The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the concept and overall project design.

Selection will be made based on the following evaluation factors:

(1) Specialized Experience (SF-330, Part I, Section F);

(2) Professional Qualifications (SF-330, Part I, Sections E, G, and H);

(3) Location (SF-330, Part I, Section H);

(4) Past Performance (SF-330, Part I, Section H);

(5) Scheduling and Capacity (SF-330, Part I, Sections F and H);

(6) Quality Control Program (SF-330, Part I, Section H);

Part II of the SF-330 may be used, at Reclamation’s discretion, to assist with the evaluation of any of the aforementioned factors.

SF-330s will be evaluated to determine the most highly qualified firm based on factor responses. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide valid contact information in all instances where requested on forms, may result in an offeror being rated less favorably. All projects submitted within the SF-330, Part I, Section F, for this request must be completed by the office, branch, or individual team member(s) proposed to perform the work under this contract. Projects submitted under this request that were not performed by some combination of the team member(s) proposed under SF-330, Part I, Section C will be excluded from evaluation consideration.

The A-E firms must clearly demonstrate qualifications of the Prime, Joint Venture (J.V.) Partners, Subcontractors, and Key Personnel with respect to the published evaluation factors for all services.

Evaluation Factor (1) Professional Qualifications (SF-330, Part I, Sections E, G and H)

A-E firms will be evaluated in terms of the competence and experience of the key personnel and technical team proposed to accomplish this work. Key personnel are individuals who will have major contract, design or project management responsibilities and/or will provide unusual or unique expertise. Submit a resume under SF-330, Part I, Section E for, at least each of the following key personnel proposed for this contract:

· Principal Designer/Architect of Record

· Project Architect/Project Manager (Primary Point of Contact for the Government for day to day work)

· Civil Engineer

· Mechanical Engineer

· Electrical Engineer

All key personnel shall be licensed to practice in their respective discipline in at least one U.S. state or territory. Each resume shall demonstrate experience on projects similar in scope and magnitude to Reclamation’s typical project and work performed in support of Reclamation’s mission.

Experience shall be demonstrated on projects similar in scope, complexity, and magnitude of the requirements described under this solicitation that have been completed within the past 5 years. Include professional registration number(s) in box 17 on SF-330, Part I, Section E, or submit a copy of the current active registration certificate. It is the offerors responsibility to provide sufficient information such that the Evaluation Board members can verify current active registration of all key personnel (where licensure is applicable).

Clearly indicate which key personnel will provide specialized experience in the following areas:

· Civil Engineering Services

· Geotechnical Services

· Consultant Review Boards

· Risk Analysis, Dam Safety, and Security Services

· Mechanical Engineering Services

· Electrical Engineering Services

· Water & Environmental Science Services

· Professional Service – Specifications, Cost Estimating, Value Engineering / Planning, Inspection Services

If subject matter experts for the above specialized experience are different than key personnel previously identified, submit resumes for additional team members under SF- 330, Part I, Section E. These additional team members will be considered key personnel and subject to the same Statement of Assurance described below. It is the offerors responsibility to clearly indicate to the Evaluation Board through the SF-330 which team member(s) possess(es) which specialized skills.

Offerors shall provide a Statement of Assurance in SF-330, Part I, Section H that all key personnel proposed under this contract shall be available and that, if substitutions are necessary, advanced written notice will be provided to the Contracting Officer and an equally qualified replacement (as determined by the Contracting Officer) will be made available for the project.

Evaluation Factor (2) Specialized Experience (SF-330, Part I, Section F)

A-E firms will be evaluated in terms of their specialized experience. Specialized experience pertains to the types and volume of work previously or currently being performed by a firm that is comparable to the types of work typically associated with Reclamation projects. Identify experience in:

i) Civil Engineering Services

ii) Geotechnical Services

iii) Consultant Review Boards

iv) Risk Analysis, Dam Safety, and Security Services

v) Mechanical Engineering Services

vi) Electrical Engineering Services

vii) Water & Environmental Science Services

viii) Professional Service – Specifications, Cost Estimating, Value Engineering / Planning, Inspection Services.

Submission requirements:

Offerors shall provide a minimum of four (4) and a maximum of eight (8) relevant projects, accomplished within the past five (5) years that best demonstrate specialized experience of the proposed team in support of projects consistent with Reclamations mission and scope of work. An offeror is at risk of receiving a lower rating if fewer than four (4) relevant projects are submitted. Projects that are substantially complete (at least 80% of construction complete) may be used to demonstrate qualifications.

All projects provided in the SF-330 must be completed by the team member(s) being proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from the evaluation. To enable verification, special attention should be paid to clearly identifying the link between projects and firms proposed in SF-330, Part I, Sections C and F. In Section F, Item 25, (3), clearly identify the role of each firm, and indicate the value of the work provided towards the performance of the overall project. If a project was performed by a J.V. Partnership, and not all J.V. Partners are on the team proposed for this contract, the offeror should specifically and separately address the work performed by each of the J.V. Partners. If the Project Description (SF-330, Part I, Section F, Part 24) and Role (SF-330, Part I, Section F, Part 25, (3)) do not clearly identify the work performed by each firm, the offeror may receive a less favorable rating for this project.

At least one project demonstrating relevant experience (SF-330, Part I, Section F) should be submitted for each firm proposed in SF-330, Part I, Section C. Demonstrating prior shared work experience between proposed team members may result in a more favorable rating.

Experience may include work for Federal, State, or local Governments, as well as private sector customers.

Evaluation Factor (3) Scheduling and Capacity (SF-330, Part I, Section F and H)

A-E firms will be evaluated according to their ability to perform work as required to meet schedules, and capacity to accomplish multiple projects simultaneously. Provide a narrative discussion that addresses the following:

· Statement of Assurance that all key personnel proposed under this contract will be available and that if substitutions are necessary, advanced written notice will be provided to the Contracting Officer and an equally qualified replacement (as determined by the Contracting Officer) will be made available for the project.

· Describe the ability of the offeror to concurrently perform and manage multiple projects, and the ability to surge to meet unanticipated project demands and aggressive schedules.

· Indicate present workload, anticipated workload, and the availability of the project team (including Prime, J.V. Partners, and Subcontractors) for the specified contract performance period.

· General organizational reporting structure for key personnel identified in SF- 330, Part I, Section G.

· Describe prior experience of Proposed Team members for this contract working together. This could include projects submitted under SF-330, Part I, Section F and other projects that help demonstrate a well-established working relationship.

· The submitting A-E firm can provide any additional information to the Evaluation Board that supports their ability to complete the work.

Submission requirements:

Narratives shall be included on SF-330, Part I, Section H. Multiple sheets of Section H form, not to exceed four (4) sheets, may be included. If multiple sheets are used, indicate “Sheet x of x” above the date box toward the bottom right hand corner of the fillable space. Information provided in Section H will be used to evaluate multiple Factors, and the four (4) sheet limit is inclusive of information provided for all factors. In other words, a maximum of four (4) Section H sheets will be evaluated.

Evaluation Factor (4) Past Performance (SF-330, Part I, Section H)

A-E firms will be evaluated in terms of past performance with Federal, State and Local Government agencies, and private sector customers in terms of demonstrating long- term business relationships and repeat business with customers (with emphasis on projects addressed in Evaluation Factor (1)). The following elements will be evaluated with respect to past performance:

Past performance on contracts with Government agencies and private sector customers, in terms of cost control, quality of work, compliance with performance schedules, and reliability of the A-E’s quality assurance, quality control, and cost programs; Document recent awards, commendations, and/or other performance evaluations (do not submit copies).

Submission requirements:

At least one Past Performance questionnaire, Attachment 1, should be submitted for all Proposed Team members (including Prime, J.V. Partners and Subcontractors) identified in SF- 330, Part I, Section C. A minimum of three (3) Past Performance questionnaires shall be submitted under this solicitation regardless of the number of firms identified in SF-330, Part I, Section C.

Offerors may submit past performance information on projects where work was performed as a Prime, Subcontractor, J.V. Partnership, or part of a team. Offerors shall clearly identify which Past Performance questionnaires are attributable to the various Proposed Team members.

The Contractor Performance Assessment Reporting System (CPARS) and Federal Awardee Performance and Integrity Information System (FAPIIS) have been consolidated to the CPARS website ( https://www.cpars.gov/ ) to better facilitate user’s experience and improve the quality of information available from CPARS and FAPIIS. The Government may also use past performance information obtained from other sources than those identified by the offeror, and the Performance Information section of the System for Award Management (SAM) which this website can be located at https://beta.sam.gov.

Evaluation Factor (5) Location (SF-330, Part I, Section H)

A-E firms and key personnel location in relation to Denver, Colorado and the 17 western states as shown in figure 1 in order to ensure face-to-face collaboration between the A-E firm key personnel and the Government, as well as timely response to unanticipated requests for on-site support. A-E firms will be evaluated on their proximity and knowledge of state regulations and local codes with respect to the general geographical area of the contract.

Evaluation Factor (6) Quality Control Program (SF-330, Part I, Section H)

A-E firms will be evaluated on the acceptability of their internal quality control program used to assess technical accuracy in plans, studies and reports to assure overall coordination between architecture, engineering, and technical disciplines; Offerors means of ensuring quality services from J.V Partners and Subcontractors; and to ensure overall completeness, technical accuracy and discipline coordination of plans, specifications, and reports. Describe the following:

· General quality control program including peer review;

· How coordination is managed between disciplines;

· How coordination is managed and how quality services are ensured from J.V Partners and Subcontractors;

· Management of the overall project schedule;

· Management of the overall project budget;

· Construction cost estimating;

· Design drawings;

· The submitting A-E firm can provide any additional information to the Evaluation Board that supports their ability to complete the work.

Submission requirements:

Weighting of Evaluation Factors:

Selection Evaluation Factors (1) through (6) are equal among themselves. It is anticipated that interviews for slated offerors will be conducted in Denver, CO. Interviews may be conducted in person, by phone, or be in the form of written questions at the discretion of the Government.

Those offerors that meet the requirement described in this announcement and wish to be considered must submit a SF-330, Part I and II; and all supporting documents must be received in this office no later than 4:00 PM, Mountain Standard Time (MST), on February 19, 2021. SF- 330 Parts I & II and supporting documentation shall be 8.5"x11" single-sided pages with font not to be smaller than 11 pt.

FAILURE TO CLEARLY ADDRESS ALL LISTED EVALUATION CRITERIA AND INFORMATION REQUIRED BY THE SUBMISSION REQUIREMENTS ABOVE MAY RESULT IN REJECTION OF THE SUBMISSION.

After the evaluation of all SF-330 submissions, in accordance with the evaluation criteria, at least three (3) three most highly qualified A-E firms will be chosen for interviews in accordance with FAR Subparts 36.602-1(c) and 36.602-3(c). Interviews may be conducted in-person, by phone, or in the form of written questions at the discretion of the Government. Subsequently, the Evaluation Board will consider the information provided in the SF-330s, as well as interviews, the most preferred A-E firms will be ranked in accordance with FAR 36.602-3. The Contracting Officer may then initiate negotiations, and a request for proposal shall be forwarded to the most preferred A-E firm on the list first. The price proposal instructions included in the solicitation will only apply to those A-E firms with whom negotiations are initiated. Also, the price proposal information will be submitted only when specifically requested by the Contracting Officer.

All responsible offerors that meet the requirements described in this announcement should submit their completed Qualification Package – Architect-Engineer Qualifications SF-330 to the attention of Victor McCoy, Contracting Officer. Offerors must complete both Part I – Contract Specific Qualifications and Part II – General Qualifications for the prime contractor, as well as Part II for any intended subcontractors.

Your package should include one (1) original and four (4) copies of your completed SF-330.
