11_Exhibit_6_-_Non-Regulated_FCC_Categories_.xlsx

This is an exhibit document from the Oklahoma Department of Corrections (ODOC) displaying usage data for non-FCC regulated applications and services available to inmates across all facilities. The exhibit provides two distinct datasets: monthly aggregated usage statistics for 2025 and 2026 tracking Games, Movies, TV, Music, and Newsstand categories, and detailed application-level metrics showing minutes and login counts for individual applications and services. The monthly data spans from January 2025 through March 2026, with Games, Movies, TV, and Music representing the primary content categories, while the application-level data identifies Pluto TV, Stingray Music, and GTL GettingOut as the highest-usage applications, along with numerous games and utility apps. This data appears to establish baseline usage patterns and inmate engagement metrics for the inmate communications solutions contract opportunity with the Office of Management and Enterprise Services (OMES) Central Purchasing division, with proposals due October 29, 2026.

The usage data demonstrates significant inmate engagement across the available platforms, with the Phone application recording the highest usage at 1,229,965 minutes and 484,273 logins, followed by Law Library at 26,074 minutes and 4,275 logins, and Edovo at 122,764 minutes and 13,820 logins. The data provides ODOC with quantifiable metrics for evaluating current service performance and planning future inmate communications solutions. The exhibit serves as a critical reference point for potential bidders to understand current utilization patterns, infrastructure capacity requirements, and inmate demand across entertainment, communications, legal resources, and commissary platforms, enabling informed proposals that address documented usage patterns and facility-wide adoption rates.
