About this file

This document is an exhibit providing the Initial Needs Requirements for the Northwest Fisheries Science Center (NWFSC). The future NWFSC facility is projected to require approximately 115,074 usable square feet to support a workforce of 352 people. The facility should comprise purpose-built, state-of-the-art workplace and laboratory spaces that promote collaboration and operational efficiency. Key elements include flexible and adaptable environments, up-to-date technology, and strong connections to nature and community. The document provides detailed room data sheets, adjacencies, stacking, and potential layouts for the NWFSC's program spaces, including common work areas, scientific spaces, and divisional offices.

The future NWFSC will need to encompass approximately 115,074 USF to support the workforce of approximately 352 people assigned to this facility. The facility should be comprised of purpose-built state-of-the-art workplace and laboratory facilities that work together to achieve organizational goals and promote a sense of pride in organization, mission, and place. A flexible environment will be key to provide for future growth, advances in science, increased lab efficiency, along with allowing for flexibility to allow equipment to move through a lab, plus integrating updates to the ways that people prefer to work. Up-to-date technology should be woven throughout the facility to support a hybrid work environment, seamless virtual collaboration, and advanced research. There should be ample connection to Nature and to each other through shared space for increased collaboration and community. The facility should be located to allow for a variety of transportation options and access to a variety of community amenities.

SUMMARY OF DAO 217-21 POLICY

I. NOAA DAO 217-21 Policy

A. The NOAA’s goal is to right size its portfolio footprint in order to efficiently and effectively support its missions. To meet this goal, the NOAA has set a standard UR Rate (utilization rate per person for office space) of 170 USF/person for Primary Office Space.

1) Space types included in the NOAA 170 USF/person include but not limited to the following space types: primary office workspace, reception area, circulation space, associated storage space and auxiliary space (such as conference rooms, server closets, processing area, file room, break room, etc.)

2) The current NWFSC UR of 166 USF/person has been calculated by dividing the current 55,795 USF of Primary Office Space with the NWFSC Prospectus FTE Headcount of 336 people, arriving at 166 USF/per person

3) Throughout the NWFSC DID Phase, the Designer of Record shall verify that the NWFSC Primary Office UR does not rise above the NOAA DAO 217-21 limit of 170 USF/person when space planning the NWFSC Primary Office Space
