Question/Comment GSA Response for posting Date Posted on SAM
References in the POR to Section 5.08 Structural Narrative should refer to Paragraph 5.03 of the RLP for additional structural requirements. 5/3/2024
Are there any requirements for the 450 SF of wareyard/laydown area?
Structural/plumbing/location/adjacency, etc.?
The forthcoming data sheet for the laydown area will include: 450sf, secured (fenced, lighted, VSS camera connected to tenant system), hosebib, 120v/20a power, hard surface (concrete or asphalt).
Laydown area is ideally located adjacent to the loading area. The laydown area needs to be accessible by the forklift traveling from the loading area. Use - bringing field gear back to be rinsed/cleaned and stored until next use. 5/3/2024
CWA Multi-Purpose Room 2,500sf: can we utilize the assembly space provided in the podium on level 1A? (In this case, the assembly space would be common and available for the use of all tenants in the building, this would reduce the government's ABOA SF.
Shared space for the multi-purpose room may be submitted for our consideration and evaluation. 5/3/2024
CWA Locker Room (Women’s) 250sf: can we utilize the shower rooms provided in the podium on level 1A? (In this case, the assembly space would be common and available for the use of all tenants in the building, this would reduce the government's ABOA SF).
Shared space for the locker/shower rooms may be submitted for our consideration and evaluation. 5/3/2024
CWA Locker Room (Mens) 250sf: can we utilize the shower rooms provided in the podium on level 1A? (In this case, the assembly space would be common and available for the use of all tenants in the building, this would reduce the government's ABOA SF).
Shared space for the locker/shower rooms may be submitted for our consideration and evaluation. 5/3/2024
CBS Covered Bike Storage 800sf: can we utilize the building bike storage room provided in the podium on level 1A? (In this case, the assembly space would be common and available for the use of all tenants in the building, this would reduce the government's ABOA SF).
Shared space for the bike storage may be submitted for our consideration and evaluation. 5/3/2024
0WA2313- Questions and Answers
In the program spreadsheet, Common Building Support, please provide more information for the Laydown area 450 nsf (no room data sheet provided).
Are there any adjacencies for the various departments to the OSD Directorate (C-Suite)?
There are no required adjacencies for the various departments to the OSD Directorate (C-Suite). 5/3/2024
OMI Admin – Federal Protective Services – Please confirm if this is a workstation or if there is some other function for this space (no room data sheet provided).
The 'Federal Protective Services' is intended to be an 8x8' workstation within the OMI Admin office space. No room data matrix to be provided. 5/3/2024
EFS – Marine Microbes & Toxins – there is a line item called “controlled)” in that department spreadsheet. Is that supposed to be the Electronics & Sensitive Equipment Storage room as shown in the room data sheets?
The Electronics and Sensitive Equipment Storage room within the Marine Microbes & Toxins program is required to be 'climate controlled'. 5/3/2024
FE – Migrational Behavior – the Microscopy Lab is listed to share with FE. Is it meant to be shared with the entire fish ecology department? Or is there a specific adjacency (Room Data Sheet puts it under ecosystem analysis)
The Migrational Behavior Microscopy Lab will be shared with the FE department. No specific adjacency within the program is required. 5/3/2024
Conservation Biology (CB) - OA Lab and Analysis Lab -what are the requirements for this room (no room data sheet found)
The Government is in the process of clarifying the connection between the room schedule of the OA analysis lab and the room data sheets and will issue clarification when complete. 5/3/2024
Do we need to keep conservation biology on the same floor with the cold storage/necropsy spaces to maintain the adjacency shown on page 402 of exhibit B_POR?
Ideally conservation biology will be located on the same floor with the cold storage/necropsy spaces to maintain the adjacency shown on page 402 of the POR. If Offerors identify issues with this requested adjacency, they should point that out for the Government's review. 5/3/2024 The Government is requesting Offerors to identify the best location to park/store the forklift within the offered space or parking area. The Government does not require the forklift to be parked/stored outside of the building. 5/3/2024
RLP Section 1.04(3) and 3.06(L) note that the forklift storage can be provided in a “covered, secured area” outside of the building. Please confirm that such a facility would be a TI driven shell cost.
Should Exhibit 8 only include the above standard operating costs, or also the operating costs outlined in Exhibit 3 (basically a total of all costs)? Should Exhibit 8 be uploaded as an additional file / document in RSAP?
How exactly are Offerors supposed to complete Exhibit B-4?
a. Are Offerors expected to complete the TICS table for all anticipated shell costs for the entire project (including TI driven shell costs, as well as traditional shell costs)? Would the TI driven shell cost be moved to the “TI” column of the TICS table, with the traditional shell costs left in the right column.
b. Confirm that no TI pricing is to be provided in the TICS table (other than the TI driven shell costs).
Confirm in RLP Section 3.05(AH) that the correct reference is to Exhibit B-4.
What is the status of the Amendment referenced in Exhibit B-3?
We understand the Freezer Farm and Archive Specimen spaces require a floor load rating of Light Storage (125psf) at a minimum, please confirm.
What is the maximum anticipated load of the forklift and what is being carried on it? This impacts where it is stored and where it can safely go.
Exhibit 8 should only include the above standard operating costs and not the standard operating costs included in Exhibit 3. Exhibit 8 should be uploaded as an additional file in RSAP. 5/3/2024 Offerors should identify costs for tenant-driven enhancements to shell and break them out into their appropriate divisions on the TICS table in the TI column. 5/3/2024 Offerors are not expected to complete the TICS table for all anticipated shell costs for the entire project. Offerors are expected to complete the TICS table for tenant-driven enhancements to shell and break them out into their appropriate divisions on the TICS table in the TI column. 5/3/2024 No TI pricing other than costs for tenant-driven enhancements to shell should be included on the TICS table at this time. 5/3/2024 Section 3.06 (AH) should refer to Exhibit B-4 as opposed to Exhibit B-3. 5/3/2024 The Amendment referenced in Exhibit B-3 should be issued by 5/7. (to discuss) 5/3/2024 The Freezer Farm and Archive Specimen spaces should be located in a heavy storage area (RLP
5.03 A 3 will be amended to clarify this
requirement). A ground floor location is preferred.
Refer to Lease Paragraph 3.29 for heavy storage floor load requirements. 5/3/2024 Forklift specs are listed in RLP 1.04 3. The maximum load should be anticipated based on what the specified model of forklift can accommodate. See separate question regarding forklift storage. 5/3/2024
