Code Compliance and Life Safety
Applicable Codes (As referenced by UFC 1-200-01 – 2016) IBC 2015 Building Code (modified per the UFC).
IEBC 2015 Existing Building Code (modified per the UFC).
IFGC International Fuel Gas Code (NFPA 54 and NFPA 58).
IMC International Mechanical Code (UFC 3-410-01).
IPC International Plumbing Code (UFC 3-420-01).
IFC International Fire Code (UFC 3-600-01 with NFPA 101-2015 references).
IECC International Energy Conservation Code (UFC 1-200-02 with ASHRAE 90.1 and 189.1 references).
NFPA 70 (UFC 3-501-01).
General:
a. The original exterior wall construction consisted of a non-insulated masonry cavity wall construction (brick veneer and concrete masonry backup). Steel framed awning windows extended from the top of masonry construction between 4’-8” to 6’-0” and the concrete floor system above, at times exceeding 12’-0”.
b. The large areas of windows were installed later with a combination of aluminum awning style ribbon windows and infill construction in 1991. The infill construction along with the existing brick construction was covered with a non-draining exterior insulation finish system that currently exists.
c. Existing floors are concrete
d. The existing roof is nearing the end of its serviceable life. Existing roof insulation will be removed and replaced with tapered roof insulation complying with energy codes and unified facilities criteria (increased roof slope). A single ply roof membrane will be installed. Existing gutters and downspouts will be replaced with a scupper and downspout system integral to the building facade.
Proposed modification summary:
a. The existing EIFS system will be removed in its entirety and replaced with fiber cement and single skin metal panels. This rainscreen will be installed over rigid insulation with an integral weather barrier. Cold formed metal framing will be used as a backup wall assembly behind the insulation and rainscreen system.
b. Doors, Door Hardware and windows: Door hardware will be provided to meet the functional needs of the end users and accessibility standards. Access control hardware will be provided at exterior doors, and demarcations between public, and work spaces. High security, and access control hardware will be provided at open storage secret areas (command post entrance). The existing window and door systems will be replaced with thermally broken insulated glazing and framing systems.
c. Interior spaces will be reconfigured to improve circulation and functionality of the building. Occupancy use and classifications will remain unchanged, but areas allocated for each may vary from the existing.
d. Finishes: All existing floor finishes will be removed or abated (some may contain asbestos), and all existing ceilings will be replaced.
e. An elevator will be added as part of this project with a re-built stair reconstructed around the elevator shaft. Additional egress from second floor spaces will be provided by two
(2) enclosed egress stairs at the east and west ends of the building.
Classification of Work:
IEBC: Section 505 - Alteration, Level 3 NFPA 101 (2015): Chapter 43 Building Rehabilitation Section 43.5.2 - Extensive Modification & 43.6 Reconstruction UFC 3-600-01 Chapter 34 All new construction shall comply with requirements for new construction. The existing exit stairs are enclosed.

Table A.4.1.1 Cross Reference of Building Construction Types NFPA: II (000) = IBC: IIB
Code and Life Safety Analysis UFC 3-600-01 Referenced Code Requirements:
Section 3-2.1.2 dictates that the IBC must be utilized to determine the occupancy classification as it relates to allowable construction type, building height, building area, building separation distance, occupancy separation and associated requirements.
Section 3-3.1.1 dictates that NFPA 101 must be utilized to determine the occupancy classification as it to fire/smoke resistance rating of interior non-load bearing partitions (other than occupancy separation), means of egress, interior finish, features of fire protection (including vertical openings) and associated requirements.
General Building Heights: Use IBC Chapter 5 and UFC 3-600-01. UFC 3-600-01 gives direction concerning the requirements for fire-rated partitions. Note that the building area for funding and planning purposes is calculated differently than the method defined in IBC Chapter 5 for code compliance calculation.
Means of Egress: Do not use IBC Chapter 10, except when referenced by US Access Board, Architectural Barriers Act (ABA) Standards. Use UFC 3-600-01 in lieu of IBC Chapter 10. Where the ABA Standards reference the previous versions of the IBC, the applicable requirements of the 2015 IBC are acceptable.
Accessibility: Do not use IBC Chapter 11. Use the ABA Standards and the special provisions of the Department of Defense Deputy Secretary of Defense Memorandum Subject: Access for People with Disabilities, October 31, 2008. Refer to Appendix A for a link to the ABA Standards and the DoD policy memorandum. Where the ABA Standards reference the previous versions of the IBC, the applicable requirements of the 2015 IBC are acceptable.
Fire area and Building Height:
Construction Type: Based on review of existing building documents, it appears that the building elements listed in NFPA 220 Table 4.1.1 do not meet ratings equal to or greater than those listed in the Table for any other type except II (0). The proposed construction shall meet the minimum rating requirements for the elements identified in NPFA 220 Table 4.4.1 for this construction type.
Based on the information above, the NFPA 101 Construction Type is considered to be a Type II (0). The equivalent IBC Table 601 Type of Construction classification is a Type IIB.
Building Area Information:
