About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking an Architect-Engineer (AE) to conduct a critical mechanical study for air handling units (AHUs) at the Richard L Roudebush VAMC in Indianapolis, Indiana. The solicitation requires evaluation and documentation of deficiencies for six AHUs servicing critical areas including fourth-floor operating rooms, seventh-floor pharmacy compounding areas, and sterile processing spaces. Firms will be responsible for investigating potential undocumented changes, developing recommendations, preparing time and cost estimates, and delivering a final report with a verbal presentation to VA Engineering personnel. The evaluation will be based on seven equal-weighted criteria, including professional qualifications, specialized experience, capacity to accomplish work, past performance, local project knowledge, construction period services experience, and commitment to small business subcontracting. Responses are due by May 30, 2025, at 2:00 PM Eastern Time, with firms required to submit Standard Form 330 (SF330) qualification statements electronically.

The contract opportunity is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with firms required to be certified in the SBA database and qualify as a small business under NAICS Code 541330 (Engineering Services). No specific award value or budget range is explicitly stated in the pre-solicitation notice. The scope of work is strictly limited to investigation and documentation, with no actual design work required. Interested firms must meet specific SDVOSB eligibility requirements and demonstrate expertise in architectural and engineering services related to mechanical systems. The project focuses on a comprehensive evaluation of six specific air handling units, grouped into three sets: 37A & B (operating room), 50 & 61 (pharmacy), and 20 & 29 (sterile processing), with the ultimate goal of improving the performance of these critical mechanical systems at the VA medical center.

Update #2 · Latest ·

This AE Summary of Work (SOW) addresses VA requirements for the evaluation and documentation required to improve the performance of six different air handling units (AHUs) servicing multiple areas. Two AHUs, 37A & B, service the fourth-floor operating room area; AHUs 50 & 61 service the pharmacy compounding areas located on the seventh floor, and AHUs 20 & 29 service the sterile processing (SPS) area . All requirements have been combined into one AE SOW. In some instances, the SOW is separated to allow for different requirements for each set of AHUs and in other instances, the SOW is combined when the same information and performance is required for all. The sections that apply to AHU 37 A & B are designated 37AB ; the sections that apply to AHU 50 & 61 are designated as 5061, and the sections that apply to AHU 20 & 29 are designated 2029 . Where the section applies to all, it is designated with ALL . The AE shall be aware that there are likely several undocumented changes that have been added to these AHUs over time. The information provided in this SOW is based upon a thorough review of all available documentation. If the modifications were not included in the project files, modifications cannot be verified and are not included. The AE will be required to develop all such missing information. This SOW is for the evaluation and documentation of the deficiencies found. No design effort beyond investigation, development of recommendations, preparation of time and cost estimates, and report preparation is required. The final report(s) formulation shall include verbal presentation of recommendations, cost, and time estimates to VA Engineering personnel.

Update - 23 April 2025 - Revised pre-solicitation notice posted with correct SF 330 Request.
