About this opportunity

West Virginia University Department of Intercollegiate Athletics is issuing a Request for Proposal to procure complete custodial and cleaning services for multiple athletic venues and associated parking facilities. The scope of services encompasses cleaning for Dick Dlesk Soccer Stadium, Dreamswork Field, Kendrick Family Ballpark, Baseball Biomechanics and Performance Center, Hope Coliseum, and Mountaineer Field at Milan Puskar Stadium, along with all associated parking areas and premium seating locations. The selected firm must furnish all labor, materials, equipment, cleaning supplies, and supervision necessary to maintain facilities at WVU Modified APPA Level II cleaning standards, with specific deliverables including pre-event and post-event cleaning, trash removal and recycling management, restroom sanitation and steam cleaning, window washing, pressure washing of concourses and premium areas, and specialized services such as carpet shampooing using hot water extraction. Required qualifications include demonstrated experience with similar sports venues, maintenance of commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation insurance, and commercial automobile insurance of $1,000,000 per occurrence; submission of a detailed quality assurance plan and staffing plan; background check procedures; and employment policies. The RFP evaluation will be based on company and personnel qualifications (25 points), project plan and implementation schedule (30 points), past performance (25 points), and pricing (20 points) for a total of 100 points. A mandatory pre-proposal meeting and site visit is scheduled for April 6, 2026, from 8:30 AM to 11:00 AM EST at Hope Coliseum's Country Roads gate; the question cutoff date is April 9, 2026, at 12:00 PM EST; and proposals in PDF format are due April 16, 2026, at 12:00 PM EST through the WVU Public Bid Site, with an anticipated contract start date of May 2026.

The RFP does not specify any set-aside designations or restrictions limiting participation to disadvantaged enterprises or other specific organizational categories; however, all bidders must comply with West Virginia statutory requirements by submitting a notarized Purchasing Affidavit certifying they are not in default on monetary obligations to the state or its political subdivisions and do not owe debts exceeding one thousand dollars in aggregate, except for contested taxes or vendors in good standing on approved payment plans. Bidders must also demonstrate an active West Virginia Contractor's License issued in their exact firm name and submit proof of authorized agent status. The RFP does not identify any incumbent contractor or reference contract renewal options. All proposals must remain firm for acceptance for a minimum of 120 days after the proposal due date. The specific contract award value or budget range is not disclosed in the solicitation documents; however, the Cost Schedule exhibit indicates pricing must be submitted on a per-unit basis for gameday events differentiated by attendance levels and on a weekly cost basis for regularly scheduled cleaning services, with hourly rates required for non-gameday events across straight time, holiday, weekend, and overtime categories. The University reserves the right to reject any or all proposals and cancel the solicitation.
