About this file

This is a Scope of Services document for West Virginia University's Department of Intercollegiate Athletics seeking one qualified firm to provide comprehensive custodial and cleaning services for Mountaineer Field at Milan Puskar Stadium, associated parking areas, and premium seating locations. The services encompass basic janitorial operations, onsite management, cleaning supplies, venue cleaning, window washing, and restroom maintenance across multiple facility areas. The supplier must maintain WVU Modified APPA Level II cleaning standards and furnish all necessary materials, labor, supervision, tools, and equipment. Key service requirements include positioning approximately 1,000 decorative trash receptacles and 300 recycling containers throughout stadium and parking areas, deploying an onsite manager with minimum supervisory staff before all home football games, providing custodial attendants in restrooms during games, and conducting post-game cleanups with strict deadlines—including hospital lot cleanup by 5:00 AM the morning following gameday and all parking areas cleared by 9:00 AM. Additional responsibilities include pressure washing premium seating areas and concourses within 24 hours of games, steam cleaning all restrooms within 48 hours post-game, and managing recyclables separation throughout all venue areas.

The document does not specify pricing terms, set-aside provisions, incumbent contractor information, contract award dates, or contract term duration and renewal options. All cleaning supplies, materials, and waste disposal fees are the supplier's responsibility, with the supplier required to arrange trash hauler services and pay associated disposal fees. The supplier must ensure all personnel wear company-logoed apparel, obtain WVU approval for proposed onsite managers 30 days before each season, coordinate with WVU Athletics' Incident Management System during gamedays, and maintain equipment accountability with a replacement cost of approximately $1,000 per missing radio. The RFP indicates this is a single award contract requiring one supplier to provide all services across all listed facilities and areas.
