About this file
This Scope of Services document outlines custodial and cleaning requirements for Hope Coliseum at West Virginia University (WVU) Department of Intercollegiate Athletics. The RFP seeks one qualified supplier to provide complete janitorial services for all WVU men's and women's basketball home games and other events. The supplier must furnish all cleaning supplies, materials, paper products, labor, supervision, tools, and equipment necessary to maintain WVU Modified APPA Level II cleaning standards. An onsite manager and minimum staff of three employees must be present one hour prior to gate opening or 2.5 hours prior to game tip-off (whichever is earlier), throughout events, and during post-game cleaning. All staff must wear company-branded collared shirts and full-length solid-color pants (preferably khaki) that are approved by WVU prior to service commencement. The supplier's onsite manager must maintain radio contact with WVU Athletics Department personnel throughout each event, with all radios and equipment requiring return within 72 hours of the final home event or incurring a $1,000 replacement cost per missing radio. The onsite manager must be submitted for approval at least 30 days before each team season begins.
Cleaning responsibilities include trash removal from seating areas, press rows, arenas, concourses, gates, vomitories, and tunnels; removal of all arena trash within 24 hours and mopping within 72 hours following events; separation and removal of single-stream recyclables; maintenance of concourse cleanliness and trash receptacles before overflow; special attention to fixed seating surfaces and vertical areas behind seats; in-game sweeping and mopping services; and cleaning of vertical surfaces from condiment and liquid spills prior to game start. WVU Facilities Management will handle restrooms and club spaces, while the supplier may also be responsible for non-athletics events such as commencement and concerts with separately negotiated pricing. WVU retains sole discretion to judge employee performance and may require removal of any janitorial personnel without cause. The supplier must supply environmentally sustainable products when possible and maintain Safety Data Sheets onsite for all products used.
