About this opportunity

The Pasadena Police Department is seeking a comprehensive mobile wellness app through a Request for Proposals (RFP) issued on March 8, 2023, with a proposal submission deadline of May 15, 2023. The project aims to provide mental health services, emotional support, financial wellness tips, and peer support resources specifically designed for police department employees across all ranks and positions. The mobile app will address the unique mental health challenges faced by first responders, who frequently encounter traumatic incidents and are at risk of maladaptive coping mechanisms such as substance abuse and marital discord. Vendors must demonstrate at least five years of experience developing similar mobile applications for municipal agencies, with a focus on system stability, user-friendliness, security, and ongoing support. The evaluation will be based on a comprehensive scoring system awarding points for proposed solution, experience, company staffing, project management, solution quality, system requirements, proposed schedule, and cost. The initial contract term is two years with two optional one-year extensions subject to City Manager approval, and the project is funded by the Department of Justice COPS Office.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though federal funding requirements suggest potential compliance with equal employment and opportunity guidelines. Proposers must submit a Unique Entity Identifier (UEI) from SAM.gov and complete various federal compliance forms, including provisions related to the Federal Funding Accountability and Transparency Act. While no incumbent vendors are explicitly mentioned, the contract requires integration with existing departmental systems and adherence to strict reporting standards. Contractors must provide a lump-sum price covering all aspects of development, implementation, and maintenance, including designs, equipment, materials, labor, insurance, and intellectual property rights. The project documentation indicates the need for comprehensive vendor capabilities, with potential penalties for non-compliance including contract termination and potential debarment. Although a specific budget range is not detailed, the complexity of the project and its federal funding suggest a significant investment in developing a robust, confidential mental health support platform for law enforcement personnel.

Pasadena Police Department is seeking a mobile wellness app that will provide a variety of mental health services to include but not limited to mental health services, emotional health, emotional support, financial wellness tips and peer support services. The mobile app will be assessible to all police department employees of all ranks and positions.

First responders respond to traumatic incidents on a regular basis and may have a difficult time managing the emotions and stressors associated with these types of incidents Studies show that first responders who fail to manage their stressors tend to turn to maladaptive coping mechanisms such as substance abuse, infidelity, marital discord and alcoholism. Unfortunately, their is stigma associated with seeking help and getting connected with needed resources. In order to minimize the stigma and provide first responders with resources, a mobile wellness app will provide resources in a confidential and efficient manner.
