About this opportunity
The Utah State Board of Education issued an RFSQ on August 21, 2026 for a comprehensive migrant education data system capable of uploading migrant student data to MSIX daily and providing required reporting, with proposals due September 1, 2026; Amendment 01 extended this deadline.
This is a single-award procurement under Administrative Rule R277-122-6 (Small Purchases of Professional Service Providers and Consultants), capped at a maximum contract value of $175,000. The all-inclusive project budget is limited to $170,000. The scope requires a system that uploads migrant student data to MSIX Monday through Friday, generates Consolidated State Performance Report and EdFacts reporting, manages electronic Certificates of Eligibility, and identifies priority-for-service students. Implementation spans five weeks: data migration and kickoff (Week 1), data validation (Week 2), COE routing and code table establishment (Week 3), new data entry and reporting functionality (Week 4), and MSIX certification (Week 5). Ongoing services include monthly data review meetings and quarterly invoicing with specified documentation. The contractor must deliver two annual CSPR reports (February 1 and April 1) and monthly usage reports with system metrics, student counts, MSIX submission success rates, and LEA completion rates.
The contractor must comply with FERPA and Utah Student Privacy and Data Protection Act standards, maintain NIST 800-53 and GovRAMP security requirements, store all data exclusively in the United States, encrypt data transmission, report data breaches within 24 hours, and prohibit use of USBE or LEA data in generative AI queries without prior written permission. Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $3,000,000 aggregate), Protected Information Liability ($1,000,000 / $2,000,000 aggregate), and Cyber Liability Insurance ($1,000,000 / $2,000,000 aggregate). USBE retains all rights, title, and interest in system data.
Management Services for Education Data was awarded the contract at $147,000.14. Award was made as a sole responsive and responsible offeror; protests must be submitted in writing to the Procurement Officer within seven days of award notice.
