About this file

This is an award information document for a professional services contract issued by the Utah State Board of Education (USBE) under Solicitation #USBE-JB27053-PS for a Migrant Education Data System. The solicitation sought a comprehensive migrant education data system capable of uploading migrant student data to MSIX daily and providing required reporting functionality. The contract was awarded to Management Services for Education Data (MSED), which will provide the system under a single professional service provider agreement governed by Utah Administrative Rule R277-122-6 for Small Purchases of Professional Service Providers and Consultants.

MSED was selected based on demonstrated qualifications, existing Utah implementation experience, required functionality, and competitive pricing. The vendor has provided migrant education data systems since 1992, currently serves 36 states, and already supports Utah through its MIS2000 solution, which meets core service needs including EDFacts/CSPR reporting, MSIX Minimum Data Element submissions with nightly uploads, and Certificate of Eligibility workflow management. The total quoted price of $147,000.14 is within the $170,000.00 all-inclusive budget and below the $175,000.00 maximum contract value threshold for professional service providers. Selection of MSED minimizes implementation risk and disruption by eliminating the need for a new platform build and requiring only a minimal transition period while maintaining specialized Migrant Education Program (MEP) reporting and MSIX functionality.

Solicitation #USBE-JB27053-PS Award Information

Management Services for Education Data (MSED) was selected for the Migrant Education Data System because the vendor provided the best value to the Board based on demonstrated qualifications, existing Utah implementation, required functionality, and price.

The vendor has provided migrant education data systems since 1992, currently serves 36 states, and already supports Utah through its MIS2000 solution. MIS2000 meets the core service needs identified in this procurement, including EDFacts/CSPR reporting, MSIX Minimum Data Element submissions with nightly uploads, Certificate of Eligibility workflow management, and is compatible with Utah’s existing implementation.

Selecting this vendor minimizes implementation risk and disruption, requiring no new platform build and minimal transition period. The total quoted price of $147,000.14 is within the $170,000.00 estimated contract value and is lower than several competing quotes while maintaining the specialized MEP reporting and MSIX functionality required for the work.

For these reasons, MSED is qualified to provide the professional service and represents the best overall value when comparing qualifications, continuity, risk, required functionality, and cost.
