About this file
This is an Award Memo from the Utah Division of Purchasing and General Services regarding a contract award for the Utah State Board of Education's Migrant Education Data System. The solicitation was issued as a Request for Statement of Qualifications (RFSQ) seeking a responsive and responsible Offeror to provide a comprehensive migrant education data system capable of uploading migrant student data to MSIX daily and generating required reporting. The procurement process was conducted in accordance with the Utah Procurement Code and applicable administrative rules. Responses were evaluated according to criteria stated in the solicitation, with award notification provided via this memo and accompanying award documentation. The awarded vendor must not commence work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute a contract or purchase order. Vendor notification of next steps will be provided via phone or email.
The contract award is limited to a maximum value of $175,000 under Administrative Rule R277-122-6 for Small Purchases of Professional Service Providers and Consultants, with the current all-inclusive project budget set at $170,000. Vendors are informed that any protests of the award decision must be submitted in writing to the Procurement Officer within seven days of this notice, clearly identifying the solicitation and detailing the nature of the protest. Receipt of this award notification does not constitute a binding contract; only an executed purchase order or contract signed between the awarded vendor and the Division of Purchasing and General Services creates a contractual obligation. All vendors are thanked for their participation in the solicitation process.
