About this opportunity

The Utah State Board of Education is requesting proposals for a comprehensive migrant education data system under RFP USBE-JB26296-RFP, with proposals due July 24, 2026. The contract will result in a single five-year award to the responsive and responsible offeror with the highest combined score, though USBE reserves the right to terminate at any time.

The system must be a pre-existing, off-the-shelf solution implementable within 30 days of contract execution. Core requirements include daily uploads of migrant student data to the Department of Education's MSIX system, collection of Consolidated State Performance Report (CSPR) and EdFacts data elements, support for Local Education Agencies to enter student data and Certificates of Eligibility, and CSPR reporting capabilities. The contractor must provide monthly performance metrics, semi-annual CSPR reports due February 1 and April 1, and monthly data review meetings with USBE staff. System updates must be delivered within 60 days of new requirements from the Office of Migrant Education.

Offerors must satisfy nine mandatory minimum requirements including a minimum of five years' experience providing state migrant education data systems and demonstrated implementation with at least three other states. Offerors must submit login credentials to a sandbox or established system demonstrating user experience for Local Education Agencies, USBE/State Administration, and sample reports. Technical evaluation accounts for 70 percent of total score (400 points, with 280-point minimum threshold); an optional presentation component is worth 5 percent (50 points, 70 percent minimum); cost evaluation is 20 percent (100 points), using a formula where the lowest-cost proposal receives full points and higher proposals receive proportional points, with proposals exceeding double the lowest cost receiving zero points.

The maximum contract budget is $170,000 over five years; this amount is not guaranteed, and all costs must be all-inclusive with no travel reimbursement. The contractor must comply with FERPA, IDEA, and Utah's Student Privacy and Data Protection Act. Insurance requirements include $1 million commercial general liability per occurrence / $3 million aggregate, $1 million Protected Information Liability per occurrence / $2 million aggregate, and $1 million Cyber Liability per occurrence / $2 million aggregate. Data must be stored within U.S. data centers only, with encryption for transmission and a 24-hour breach notification requirement to USBE. Michael Iwasaki, Director of Purchasing and Contracts, is the contract manager.
