About this file
This is an RFP evaluation score sheet for the Utah State Board of Education (USBE) solicitation USBE-JB26296-RFP for a Migrant Education Data System. The procurement seeks a qualified vendor to provide a comprehensive migrant education data system capable of uploading migrant student data to the Department of Education's MSIX system on a daily basis and generating required reporting. The contract will be awarded to the responsive and responsible offeror with the highest evaluation score. The resulting contract will have a term of five years, with USBE retaining the right to terminate at any time in accordance with state standard terms and conditions.
The evaluation process consists of three stages: Stage 1 includes nine mandatory pass/fail requirements that offerors must meet, including a minimum of five years' experience providing state migrant education data systems, provision of similar systems to at least three other states, and delivery of a pre-existing off-the-shelf system implementable within 30 days of contract execution; Stage 2 comprises scoreable technical criteria worth 400 points (70 percent of total evaluation), with a minimum threshold of 280 points required, evaluating qualifications, experience, and ability to perform the scope of work; Stage 3 includes an optional presentation component worth 50 points (5 percent of total evaluation) with a 70 percent minimum threshold. Cost evaluation accounts for 20 percent (100 points) of the total score, calculated using a formula where the lowest proposed cost receives 100 percent of cost points and other offerors receive proportional points based on cost variance, with offerors proposing more than double the lowest cost receiving no cost points. The maximum contract budget is $170,000.00, though this is not a guaranteed total amount.

| * USBE will use the following cost formula: The points assigned to each Offeror's cost proposal will be based on the lowest proposed cost. The Offeror with the Lowest Proposed Cost will receive 100% of the cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their Proposed Cost is than the Lowest Proposed Cost. An Offeror whose Proposed Cost is more than double (200%) the Lowest Proposed Cost will receive no cost points. The formula to compute the points is: Cost Points x (2- Proposed Cost/Lowest Proposed Cost). | |||||||
