About this file

This is a mandatory minimum requirements document for a Request for Proposals issued by the Utah State Board of Education (USBE) for Solicitation #USBE-JB26296-RFP to procure a comprehensive migrant education data system. The system must be a pre-existing, off-the-shelf solution capable of full implementation within 30 days of contract execution. The solution must interface with the Department of Education MSIX system to enable daily data uploads, include all required MSIX data elements and CSPR collection fields, and provide CSPR reporting capabilities. The system must allow Local Education Agencies (LEAs) to enter student data and Certificates of Eligibility for USBE approval. Offerors must submit login credentials to a sandbox or established system demonstrating the LEA user experience, USBE/State Administration experience, and access to sample reports.

Offerors must satisfy nine mandatory minimum requirements, including a minimum of five years' experience providing state migrant education data systems and demonstrated implementation with at least three other states. The resulting contract will have a five-year term with a maximum budget of $170,000.00, though this amount is not guaranteed. All responses to mandatory minimum requirements are required, and failure to fully meet any requirement may result in a proposal being deemed non-responsive. Contract award will be made to the responsive and responsible offeror with the highest score in accordance with the Utah Procurement Code.
