About this file

This is a technical criteria evaluation document for a Request for Proposals issued by the Utah State Board of Education (USBE) for Solicitation #USBE-JB26296-RFP to procure a comprehensive Migrant Education Data System. The system will be responsible for uploading migrant student data to MSIX on a daily basis and providing required reporting functionality. The contract will be awarded to a single responsive and responsible offeror with the highest evaluation score, with a contract term of five years, though USBE reserves the right to terminate the contract at any time in accordance with applicable state terms and conditions.

Offerors must provide complete point-by-point responses to all technical criteria across two categories to avoid non-responsive findings. Category A requires demonstration of qualifications and experience performing similar work for public entities and identification of key staff with relevant qualifications. Category B requires offerors to demonstrate how their solution meets the Data Exchange Interface Requirements, submit a sample CSPR report, and provide a comprehensive management plan including project milestones, deliverable deadlines, and implementation schedules. The maximum contract budget is $170,000; however, this amount is not guaranteed, and cost proposals should align with actual project requirements.
