About this opportunity

Beaverton School District is requesting information from qualified vendors on consulting services to develop and implement a unified instructional framework and evaluation systems for educators and leaders, with RFI responses due September 11, 2026 at 2:00 PM PST. This is an information-gathering exercise, not a procurement with contract award; the District states no contract will be awarded through this RFI, though information obtained will inform potential future procurement decisions through cooperative purchasing, formal RFP, or other methods.

The District, Oregon's third largest serving over 39,000 students and 4,500 staff across 33 elementary schools, 8 middle schools, 6 high schools, 5 option schools, and 2 charter schools, seeks vendors to lead comprehensive review, redesign, training, and implementation across seven project phases: mobilization, current-state assessment, stakeholder discovery, landscape review, integrated system design, pilot preparation and implementation, and districtwide training and calibration. The vendor will serve as project manager and lead facilitator. The District has not preselected any specific instructional framework, evaluation rubric, proprietary system, or commercial product; vendors must facilitate an open process considering multiple frameworks and standards. Deliverables include the final instructional framework package, training materials, calibration toolkit, train-the-trainer resources, and transition documentation, all due by August 31, 2027.

Vendors must address eleven required response questions covering relevant experience in large-scale K-12 instructional framework redesign, teacher and leader evaluation, stakeholder facilitation, equity-centered organizational change, educator training, evaluator calibration, and implementation planning. Responses must detail recommended approaches, stakeholder engagement processes, equity and continuous improvement incorporation, system alignment, training and calibration strategies, implementation approaches, project timelines, estimated cost ranges, and cooperative contract availability. Vendors are requested but not required to provide general cost estimates. The project period runs July 2026 through August 31, 2027, with full districtwide use beginning September 1, 2027. Questions and clarifications are due by September 9, 2026. Responses should be submitted to contracts@beaverton.k12.or.us.
