About this opportunity
The City of Leesburg, Florida is requesting bids on a water main replacement project along U.S. Highway 27 under IFB 26-016-HG, with bids due July 29, 2026 at 11:00 a.m. The contractor must be a Florida-licensed Certified Contractor. No set-asides or preferences apply; the project carries no Davis-Bacon wage requirements, no Maintenance Bond requirement, no Build by America requirements, and no minority contracting goals or requirements.
Phase 1 comprises replacement of 5.5 miles of existing 10-inch water main pipe with 12-inch C900 PVC pipe (DR 18) along U.S. Highway 27 from Middlesex Road to Highland Lake Boulevard, including installation of fire hydrants, gate valves, air release valves, and fittings. Phase 2 covers restoration of any fencing, structures, or private property disturbed during construction. The work also encompasses 19 directional bore segments using 14-inch PE 4710 SDR 11 HDPE pipe for roadway crossings. All piping must bear NSF seals for potable water and comply with AWWA Standard C651 and Florida Administrative Code Chapter 62-555 for pressure testing, disinfection, and bacteriological clearance. Water lines must maintain a minimum 36-inch depth below finished grade. The contractor assumes full responsibility for field engineering, surveying, permits (except FDOT and FDEP permits obtained by the City), quality control, testing, and site restoration. A full-time on-site superintendent is required; standard work hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, with evening or weekend work accommodated with prior City and FDOT coordination.
The engineer's estimate is $4.66 million for Phase 1 and $2.51 million for Phase 2, totaling $7.17 million. The contract spans 21 months: Phase 1 is 12 months, Phase 2 is 9 months. Liquidated damages are $1,685 per calendar day for delay beyond substantial completion. A 5 percent bid guarantee (cashier's check or bid bond), performance and payment bond of 100 percent of total bid, and comprehensive general liability insurance of $1 million per occurrence are required. Payment is net 30 days with 90 percent upon certification and 10 percent retained until final acceptance and a two-year maintenance period expires. Addendum 6, issued July 20, 2026, updated drawings and itemized price schedules and modified bid item quantities for both phases. A non-mandatory pre-bid conference was held July 1, 2026.
