About this file

This is an addendum issued by the City of Leesburg, Florida, dated June 19, 2026, for the U.S. Highway 27 Water Main Replacement project (IFB 26-016-HG). The project involves replacing 5.5 miles of existing 10-inch water main pipe with 12-inch C900 pipe along U.S. Highway 27 from Middlesex Road to Highland Lake Boulevard, along with installation of additional fire hydrants, valves, fittings, and appurtenances. The work is divided into two phases: Phase 1 covers the water main replacement, and Phase 2 encompasses restoration of any fencing, structures, or private property disturbed during construction. A prebid meeting is included in the solicitation and is designated as non-mandatory for interested bidders. All bids must acknowledge receipt of this addendum through notation on the Proposal Bid Form.

The engineer's estimate for Phase 1 is $4,660,000.00, and Phase 2 is estimated at $2,510,000.00, totaling approximately $7,170,000.00 for the complete project. Bidders must be Florida-licensed Certified Contractors and are required to provide all necessary labor, equipment, tools, materials, supplies, and incidentals. The addendum clarifies that drone services and aerial documentation are not being requested as part of this solicitation. Bidders who have already submitted their Proposal Bid Form to the City's Procurement Division should revise their electronic submission to include acknowledgment of this addendum; submission of a bid constitutes acknowledgment of receipt.
