About this file
This is Addendum No. 3 to an Invitation for Bid (IFB) issued by the City of Leesburg, Florida, for the U.S. Highway 27 Water Main Replacement project. The addendum, dated July 6, 2026, and issued by Procurement Manager Hosea Goodwyn, addresses six Request for Information (RFI) submissions from interested bidders. Key project details include the replacement of 5.5 miles of existing 10-inch water main pipe with 12-inch C900 pipe along U.S. Highway 27 from Middlesex Road to Highland Lake Boulevard (Phase 1), along with installation of additional fire hydrants, valves, fittings, and appurtenances (Phase 2). The project requires restoration of any fencing, structures, or private property disturbed during construction. Bidders are required to acknowledge receipt of this addendum by indicating such on the Proposal Bid Form, and the City will construe all bids received as acknowledgment of the addendum.
The addendum directs bidders to referenced documents for responses to inquiry questions, including Solicitation Section 3.10 for project completion timelines, Addendum 1 for engineer's estimates, Section 2.2 for bidding procedures, and the Proposal Bid Form for information regarding bid bond percentages, warranty periods, and award criteria. The addendum clarifies that award determination will be based on either the lowest base bid or the lowest combined total of base bid and alternate, with specific details contained in the Proposal Bid Form. No pricing information, set-asides, or funding sources are specified in this addendum document.
