About this file
This is Addendum No. 8 issued by the City of Leesburg, Florida's Procurement Manager Hosea Goodwyn on August 6, 2026, for IFB 26-016-HG: U.S. Highway 27 Water Main Replacement project. The addendum addresses 15 questions and clarifications from interested bidders regarding project specifications, quantities, materials, and procedures. Key revisions include correcting the asphalt open cut and repair parking lot quantity from 3,200 square yards to 356 square yards, adding a line item for "All Other Work Not Previously Listed" to accommodate ductile iron pipe and newly installed sidewalk payment, confirming that doghouse-style manholes with concrete base slabs are acceptable for gate valves, and clarifying that gate valves in manhalls must be flanged. The addendum specifies that asphalt restoration at the boat ramp entrance has been revised to open cutting of the driveway, that tie-ins to existing piping shall use 45-degree bends where possible with existing mains capped when cut, and that the City will consider change orders for differing subsurface conditions. The City will provide a lay-down yard for equipment and materials, and meter box replacement is not anticipated. Water mains removed from service shall be capped with fire hydrants removed, but grout filling is not required. The revised Itemized Price Schedule dated August 6, 2026 reflects these modifications and includes both Phase 1 base bid items and Additive Alternate 1 (Phase 2) items.
Bidders must acknowledge receipt of Addendum No. 8 by indicating receipt on the Proposal Bid Form, and if a bid has already been submitted, it must be revised electronically to include this addendum. All bids received will be construed as acknowledgments of receipt of the addendum. The addendum establishes that the project will be awarded based on the Base Bid (Phase 1) alone, not on a combined total of base bid and alternate. The revised price schedule encompasses Phase 1 base bid items such as mobilization, maintenance of traffic, construction staking, pressure testing, density testing, disinfection and bacteriological sampling, erosion control, parking lot restoration, various sizes of C900 PVC pipe, gate valves, air release valves, water service connections, fire hydrant assemblies, directional bore segments, and Bahia sod restoration, along with Phase 2 additive alternate items following similar categories with adjusted quantities. The itemized price schedule provides unit prices and total price columns for all bid items in both phases, with a final line calculating total costs for the base bid and combined base bid plus additive alternate.
