About this file
This is Addendum No. 4 to Invitation for Bid (IFB) 26-016-HG issued by the City of Leesburg, Florida, for the U.S. Highway 27 Water Main Replacement project. The addendum, dated July 9, 2026, provides clarifications and responses to 19 requests for information (RFIs) submitted by interested bidders regarding the project specifications and requirements. The project involves replacing 5.5 miles of existing 10-inch water main pipe with 12-inch C900 pipe along U.S. Highway 27 from Middlesex Road to Highland Lake Boulevard in Phase 1, along with installation of additional fire hydrants, valves, fittings, and appurtenances. A non-mandatory prebid conference was held on Wednesday, July 1, 2026, at the Venetian Center in Leesburg. Bids are due no later than 11:00 a.m. on Wednesday, July 22, 2026, with bid opening to occur immediately thereafter via Zoom. Bid tabulation will be completed within two working days after the bid opening, and an Intent to Award recommendation is targeted for Friday, July 31, 2026. The City Commission will award the bid at its next scheduled meeting after all pertinent forms and documents are complete.
Key clarifications provided in the addendum address technical specifications including pipe sizing at various connection points, tie-in procedures for existing water mains, depths of asphalt and subbase requirements, and restraint specifications for the new water main. The addendum confirms that a full-time on-site superintendent is required, while an engineer's field office is not required. Standard work hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, with evening or weekend work accommodated with prior City and FDOT coordination. The addendum explicitly states that no Maintenance Bond is required, no Davis Bacon wage requirements apply, no Build by America requirements apply, and no minority contracting goals or requirements exist for this project. The SUE (Subsurface Utility Engineering) Report was limited to Quality Level B, with all available information shown on the project drawings. All existing water mains along the project route can be temporarily shut down to allow for tie-ins to be completed.

DATE: July 9, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Procurement Manager
The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.
If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. On sheet C-3, STA:147+14.22 to the 6" tie-in is confusing. Calling for a 12 x 10 tee on an 8” line with 6" 45 bends. Can that be clarified?
A1. The existing water main on Shenandoah Drive is an 8” water main. Sheet C-3 from the Phase 1 drawings has been revised to show the connection correctly.
Q2. The ITB is asking for a 2-year Warranty on the Bond and a 2-year 10% Maintenance Bond.
Can the city specify which one is it as both are the same obligation but the difference between 10% and 100% will impact pricing? Please confirm which one is it.
A2. Maintenance Bond is not required.
Q3. Plans call out for 12"x10" tee, then 10" gv, to 6" 45-degree bends, then w/ 8" pvc coming off the 45s, then connecting to an existing 6" water main. Should it be a 12"x6" tee with 6" pvc and fittings? Please advise?
A3. Please see Addendum #4 for a response and revised drawing.
Q4. Plans do not call out size of pipe. Please advise.
A4. Please resubmit this question with a reference to a specific sheet. Question has been extended until Friday, July 10, 2026 until 4:00P.M
Q5. What are the depths of the asphalt, subbase, subgrade?
A5. Please see the Typical Asphalt Drive Section detail on Sheet G-2 of the Phase 1 drawings.
IFB 26-016-HG
U.S. Highway 27 Water Main Replacement
Addendum No. 4
Q6. Are there profiles available for the project?
A6. Profiles we not prepared due to the unknown depth of existing utilities. The minimum depth of cover is 3-feet unless otherwise noted on the drawings.
Q7. There numerous connections identified as "Cut-In". Can you clarify this call out? If it means cutting in for example a Tee, will the city be able to turn off flow to the existing locations so this can be accomplished?
A7. Cut-in is referring to a tie-in of the new water main to the existing water main. All of the existing water mains along the project route can be shutdown temporarily to allow for tie-ins to be completed.
Q8. Can you provide limits of the 12" WM to be taken out of service? See sheet C-10 of Phase 1.
A8. The 12” water main runs along the west side of US 27 from the point of connection south of
Middlesex Road to the Lakeside Retreats Apartment Complex, approximately STA. 269+00 to 278+64.
Q9. At STA 142+14.22 on sheet C-3, the callouts show a 12" x 10" tee but no reducer, the pipe called out is 8", and the 45-degree bends are called out as 6", and connection is shown as 6". Please clarify what is actually required.
A9. Please see Addendum #4 for a response and revised drawing.
Q10. At STA 188+57.2. Can you clarify what is necessary for this connection, i.e., a tee and pipe size?
A10. The existing water main connection to the U-Haul facility is an 8”. Provide a 12” x 8” tee and 8” gate valve as part of the tie-in.
Q11. Does the entire length of the pipe need to be restrained?
A11. Please see the City of Leesburg Bell Restrain Detail G-2 on Sheet G-3 of the Phase 1 drawings for restraint requirement.
Q12. Is there a SUE Report available?
A12. SUE was limited to Quality Level B. All of the available information collected during the design process is shown on the drawings.
Q13. Is there any minority requirements or goals for this project?
A13. No.
Q14. Are there any Davis Bacon requirements for this project?
A14. No.
Q15. Is there any Build by America requirements for this project?
A15. No.
Q16. Is a full-time on-site superintendent required for this project?
A16. Yes.
Q17. Is an engineer’s field office required for this project?
A17. No.
Q18. What are the allowed work hours for this project?
A18. Standard work hours are 7 AM to 5 PM Monday through Friday. Evening or weekend work can be accommodated with prior coordination with the City and FDOT. Lane closure restrictions will be dictated by the FDOT permits.
Q19. Is Maintenance Bond required for this project? If so, for what duration?
A19. Not required.
