About this file

This is Addendum No. 12 to IFB 26-016-HG issued by the City of Leesburg, Florida's Procurement Manager on August 25, 2026, addressing requests for information from interested bidders regarding the U.S. Highway 27 Water Main Replacement project. The addendum clarifies that manhole details, including rim elevation, diameter, and invert specifications, are available on sheet G-3 of the project plans in response to a bidder inquiry about new manholes and tapping sleeves added in Addendum 11. The addendum requires all bidders to acknowledge receipt of this document on their Proposal Bid Form; bidders who have already submitted must revise their electronic submission to include this acknowledgment. The City will treat all bids received as acknowledging receipt of the addendum regardless of formal acknowledgment.

The project involves the replacement of 5.5 miles of existing 10-inch water main pipe with 12-inch C900 PVC pipe along U.S. Highway 27, with a total engineer's estimate of $7.17 million across Phase 1 ($4.66 million) and Phase 2 ($2.51 million) spanning 21 months. A Florida-licensed Certified Contractor is required, with bids originally due July 29, 2026 at 11:00 a.m. The contractor must provide all labor, equipment, materials, and incidentals, including installation of fire hydrants, gate valves, air release valves, fittings, directional bore segments using HDPE pipe, and restoration of any disturbed fencing or private property. A 100 percent performance and payment bond, 5 percent bid guarantee, and $1 million per occurrence comprehensive general liability insurance are required, with liquidated damages of $1,685 per calendar day for delays beyond substantial completion.

DATE: August 25, 2026 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Procurement Manager

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the IFB Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form.

If the bidder has already submitted the Proposal Bid Form to the City’s Procurement Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. The most current bid form in Addendum 11 adds manholes and some new tapping sleeves and valves. Will new plans showing where these go and the manhole details (rim elevation, diameter, invert) be issued?
