About this opportunity

The Hawaii State Department of Education is requesting proposals for tree maintenance services across select districts on Oahu, Hawaii Districts III and IV, and Maui Districts I through V under RFP D26-039, with proposals due November 25, 2026 at 4:30 p.m. HST and no exceptions to this deadline. The solicitation establishes a multiple-vendor list for as-needed tree care services rather than a single-award contract.

Services include routine annual pruning and maintenance, crown cleaning and reduction, crown raising and thinning, directional and crown restoration pruning, tree and stump removal, and pest treatment for susceptible Ficus species (banyan trees). All work must comply with ANSI A300 and ANSI Z133 standards and be supervised by an ISA Certified Arborist with a minimum of five years of experience. Emergency work requires 24-hour completion; urgent work requires three to five business days. Offerors must hold Hawaii Type C-27 or C-27-B licensing and maintain permanent service facilities in their designated county. Contracts exceeding $25,000 are subject to Hawaii Revised Statutes Section 103-55 wage requirements (prevailing wage for laborers and mechanics). All unit prices are maximum prices during the contract period and must include direct and indirect costs, labor, equipment, permits, materials, administrative expenses, subcontracted services, and Hawaii General Excise Tax.

The contract commences upon full execution and concludes May 15, 2027, with optional extension for up to three additional twelve-month periods upon mutual written agreement, subject to continued need and funding availability. No work is guaranteed; purchases are as-needed contingent upon school and facility needs and fund availability. A mandatory 0.75% transaction fee (not to exceed $5,000 for the total contract term) applies to awards and is payable to Tyler Hawaii, the HIePRO administrator.

A virtual pre-proposal conference is scheduled October 22, 2026 at 9:30 a.m. HST (attendance highly recommended though optional). Written questions are due November 6, 2026 by 2:00 p.m. HST, with state responses issued by November 13, 2026. Proposals must be submitted through the Hawaii eProcurement System. Offerors must provide three comparable tree maintenance projects completed in Hawaii since January 1, 2016 and proof of compliance with Hawaii Revised Statutes Chapter 103D-310 (general excise tax registration, employment security, workers' compensation, temporary disability insurance, and prepaid health care compliance via Certificate of Vendor Compliance).
