A non-mandatory pre-bid meeting and site visit is scheduled for July 28, 2026 at 10:00 a.m. at 1201 West Seminole Boulevard, Sanford, Florida.
The scope encompasses construction of a new electrical building, modifications to electrical systems and control panels, upgrade of Process Instrumentation and Control Systems (PICS) with replacement and relocation of obsolete PLC hardware, roofing replacement with asphalt shingles, aluminum doors and frames, mechanical and electrical work, site preparation including asphalt paving and concrete sidewalks and curbing, concrete encasement of an existing 18-inch reclaimed water main, and training of Owner personnel. The Control System Engineer must hold a Florida PE license and demonstrate ten years of controls engineering experience.
Bidders must hold valid Florida contractor licenses with at least three years of prime contractor experience on comparable projects. The engineer's estimate is $6.3 million with a 365-calendar-day completion timeline from Notice to Proceed, with liquidated damages assessed at $3,498 per day for failure to meet substantial completion. The contract is lump-sum; the City reserves the right to negotiate with the lowest responsive and responsible bidder if the bid exceeds available funding. Bid security of 5% of the maximum bid price is required, along with Performance and Labor and Material Payment Bonds. Bidders must acknowledge receipt of all three addenda and submit non-collusion affidavits, conflict of interest statements, drug-free workplace certifications, E-Verify compliance forms, audited financial statements from the preceding 12 months, equipment lists, and material price quotes.
