File Type and Agency:

This is Addendum #3 to an Invitation for Bids (IFB 25/26-15) issued by the City of Sanford, Florida, Finance Department, Purchasing Division, for the Transfer Station and Reclaimed Water Distribution Pump Station at the Sanford North Water Reclamation Facility. The addendum provides clarifications, corrections, and answers to 26 bidder questions concerning the project scope, specifications, and contract drawings. The original solicitation due date has been extended from July 30, 2026, at 2:00 p.m. to August 13, 2026, at 2:00 p.m. Local Time. A non-mandatory site visit and pre-bid meeting is scheduled for Tuesday, July 28, 2026, at 10:00 a.m. at 1201 West Seminole Boulevard, Sanford, Florida 32771. The engineer's estimate for the project is $6,300,000, with liquidated damages set at $3,498 per day for failure to meet the 365-calendar-day completion timeline from the Notice to Proceed. The project scope includes modifications to electrical systems, control panels, process instrumentation and control systems (PICS), roofing materials, doors and frames, and associated mechanical and electrical work across multiple facilities within the water reclamation system.

Key Specifications and Requirements:

Significant specification revisions issued in this addendum address conflicting information in earlier documents, including: replacement of standing seam metal roofing with asphalt shingles, substitution of aluminum doors and frames for hollow metal doors, clarification that no new pumps are being provided, removal of gypsum board and screen mesh wall system specifications, and modifications to electrical enclosure ratings (NEMA 1 instead of NEMA 4X). The System Control Supplier (SCS) must be selected from approved vendors including Rocha Controls, Inframark, Revere Controls, or TESCO Controls, and must coordinate with a Control System Engineer (CSE) meeting specific qualifications including Florida PE licensure and ten years of controls engineering experience. Bidders must acknowledge receipt of all addenda and submit required forms including non-collusion affidavits, conflict of interest statements, drug-free workplace certifications, E-Verify compliance forms, and proof of Florida contractor licenses. The contract requires a Performance Bond and Labor and Material Payment Bond, with work to begin after issuance of a Notice to Proceed and substantial completion within 365 calendar days.

ADDENDUM

#3 IFB 25/26-15 Transfer Station and Reclaimed Water

Distribution Pump Station At the Sanford North Water Reclamation Facility alternate lining system for infrastructure rehabilitation.

OBIC 5000 is 100% solids, fast-set, spray-applied polyurethane hybrid coating designed to reinstate structural integrity, provide infiltration control, corrosion resistance, and asset life extension. It creates a seamless, monolithic waterproof membrane suitable for wastewater, stormwater, concrete, steel, masonry, pipe, and culvert applications.

OBIC 5000 has passed SWAT testing in accordance with ASTM G-210-13 and is designed for use in demanding wastewater and infrastructure environments.

Please see the attached technical data sheet for review and approved equal consideration of OBIC lining systems.

A4. To be determined in submittal phase.

Q5. Door schedule says Aluminum Anodized bronze frames and doors. Specs are written for Hollow Metal frames and doors. Does the owner want Aluminum products or Hollow Metal steel products?

A5. Drawings updated to show aluminum doors. Aluminum door specification to be provided.

Q6. We respectfully request that Gray Matter Systems, LLC be added to your list of approved System Control Suppliers (SCS) and Control System Engineers (CSE) for the subject project.

A6. We request Grey Matter to submit a list of 3 most current projects showing a similar scope of work completed. Please provide client references. The SCS and CSE cannot be the same company.

Q7. Some of the electrical plans seem to indicate, by bold black lettering, that there might be new pumps being installed as a part of this project. Is this correct? Are there any new pumps being provided?

A7. No new pumps are being provided.

Q8. The "A" section of the plans have some discrepancies. The Material Finish Schedule as well as the specifications call for a standing seam metal roof, but the roof plan & details call for asphalt shingles. Which is correct?

A8. Drawings and Specifications updated for asphalt shingles.

Q9. Specification section 09290 is for Gypsum Board. We can`t find on the plans where this is called for. Is there gypsum board on this project?

Q10. Specification section is for "Screen Mesh Wall System". Where is this system shown on the plans and where is it to be installed?

A10. No Screen Mesh Wall System. This specification will be removed.

Q11. We asked a previous question about the gypsum board. We do see it now on page A101 of the plans, but other details are calling for the ceiling to be Hardi board. Please clarify the ceiling details.

A11. Drawings updated. Ceiling to be smooth Hardie Board with attic access door.

Q12. Switchboard Spec 16107, 1.01.B. EDP is installed indoors in the electrical room with other

A12. Specification 16107, 2.09.A updated from NEMA 4X to NEMA 1.

Q13. Switchboard Spec 16107, 2.01.B. QED-6 requires rear access as the equipment connections are in the back of the switchboard. Room layout shows EDP installed up against the wall meaning QED- 6 will not work. Please confirm QED-2 is acceptable.

A13. QED-2 is acceptable. See revisions to spec section 16107 issued under this addendum.

Q14. a.) Does the face of gravity wall above grade need to be coated?

b.) What is the material of the handrail on top of gravity wall, and also does it need to be painted?

c.) Does any of the exiting piping on site need to be painted?

A14. Gravity Wall to be installed per FDOT Index 400-011. The handrail shall be aluminum.

Piping does not need to be painted.

Q15. Please clarify if anything other than the building will receive any paints/coatings. If so, please define.

A15. Only the building will receive paint/coatings.

Also, conduit sections on sheet E-06 does not appear to show any concrete encasement for underground conduits, existing or proposed. Please confirm if concrete encasement will be required across all underground conduits, only for conduit sections crossing roadways, or not required at all. Thank you.

A19. Concrete encased duct banks to be used only under roadways.
