About this file

This is Addendum #6 to Invitation for Bid (IFB) 25/26-15 issued by the City of Sanford, Florida Purchasing Division for modifications to the Transfer Station and Reclaimed Water Distribution Pump Station at the Sanford North Water Reclamation Facility. The addendum modifies the solicitation due date to Thursday, August 27, 2026 at 2:00 p.m. Local Time and extends the Q&A submission deadline to Friday, August 21, 2026 at 2:00 p.m. Local Time. The addendum provides clarifications and answers to thirteen bidder questions regarding project specifications, including definitions of bid items such as pump station repairs, dewatering requirements, and grading elevations. Key clarifications address control system supplier requirements, pressure measurement ranges for submersible level transmitters (0-50 feet; 0-100 PSI), conduit material specifications, and handrail requirements per FDOT standards. The addendum includes revised specifications for section 00410 (Proposal/Bid Form) and contract drawing C-5 (grading plan with existing elevations), along with substantial modifications to specification section 13326 regarding pump control logic, including automatic lead/lag pump rotation with daily adjustments, pressure setpoint controls, pump staging delays, and PID (proportional-integral-derivative) control parameters.

The addendum also introduces new requirements for an Operator Interface Terminal (OIT) as a 15-inch full color resistive touch screen with Ethernet and serial communications ports compatible with Schneider Harmony ST6 series, and establishes a new Operations Network Interface Panel (NIP-OPS) in the existing server room containing rack-mounted UPS-powered ethernet switches. All bidders must acknowledge receipt of Addendum #6 using the provided acknowledgment form and return it prior to bid submission. The document specifies that all information provided supersedes verbal instructions and is incorporated into the solicitation document, with all other original solicitation parts remaining unchanged except as explicitly noted in the addendum.

II. QUESTIONS AND ANSWERS (Q&A)

The City has received the following question(s) concerning the solicitation:

Q1. Please see sheet C4 of the plans. Is the proposed concrete curb and #57 Stone shown supposed to be included in bid item 4.13 and be considered "Pump Station Repairs"? Without a measurement and payment section it isn`t clear what is meant by "Pump Station Repairs".

A1. Bid item 4.13 includes all concrete repairs due to damage and/or removal during installation of new electrical system/conduit at each pump station along with installation of new ribbon curb and #57 stone. Bid form updated.

Q2. Please define bid item 4.7 "Dewatering".

A2. The contractor is required to provide dewatering system of sufficient size and capacity to prevent ground and surface water flow into any excavation and to allow all Work to be mailto:purchasing@sanfordfl.gov

Phone: 407-688-5028 or 5030 | Fax: 407-688-5021 | Email: purchasing@sanfordfl.gov ADDENDUM #6 IFB 25/26-15 Transfer Station and Reclaimed Water

Distribution Pump Station At the S.N.W Reclamation Facility installed in a dry condition. See section 02240.

Q3. For grading purposes, it doesn`t look like any of the existing contour lines on the plans have elevations called out. What are the existing grades compared to the new grades?

A3. See revised sheet C5 for the grading plan with existing elevations called out.

Q4. Given the statement and communication that Sanford has advised that we do not have a pre-approved list for System Control Suppliers (SCS) and Control System Engineers (CSE). Please confirm that GrayMatter will be considered acceptable.

A4. See addendum #3, Answer #6

Q5. OIT specifications have not been provided. An OIT is indicated as required for the panel. If correct, please provide a specification for the OIT.

A5. See spec insert provided below.

Q6. We need existing enclosure dimensions for PCP-N2 & PCP-N3 since the panel contents will be modified.

A6. Dimensions will be confirmed after bid. Assume each panel is 60”W x 72”H x 12”D.

Q7. We need to provide two Modicon Redundancy Switches (NIP-S) with Min. 5 copper ports and

Min. 5 Fiber ports(SFP Compatible). No Modicon redundancy switch fulfils this requirement.

Please provide an alternative manufacturer or alternative requirement for the ethernet switch.

A7. Provide a Modicon network with the port configuration specified. A larger switch may be used.

Q8. Please provide required the Pressure measurement range for the Submersible Level Transmitters to be provided on this project.

A8. Tank levels 0-50 feet. Pressure range 0-100 PSI.

Q9. Instrumentation Drawing No. I-03 shows a SSS panel. Kindly confirm whether this is a control panel. If yes, please provide details on what is required inside this panel.

A9. SSS is Solid Stat Starter per I-01 Electrical Notes, Symbols & Abbreviations.

Q10. Spec section 13310-2.01-C specifies a Square D surge suppressor for the 4-20 mA signal line, but that surge suppressor does not appear to be available for 4-20 mA signals. Would Phoenix contact surge suppressor be acceptable?

A10. Phoenix contact surge suppressor meeting specification requirements is acceptable.

Q11. Will the City to accept RMC aluminum conduit above the transition point instead of PVC-coated

RMC. We would provide Crouse-Hinds EY seals and use A4 Chico compound for the seals.

A11. Aluminum conduit will be accepted above grade/above the transition point.

Q12. Please confirm if there is any temporary bypass pumping or temporary generators required for this project in order to do the power swap over.

A12. Not required.

If the pressure rises above PS-DB for an operator adjustable time ADJ-DLY, restart the PID until the pressure BEGINS decreasing (slope negative), then disable the PID again.

10. Revise specification section 13326, 3.05 C, 6 to read:

If the pump speed rises to an operator adjustable MAX for the operator adjustable time STG-DLY, go to the next pumping stage.

11. Revise specification section 13326, 3.05, C, 7 to read:

If the speed falls to an operator adjustable MIN for the operator adjustable time STG-DLY, reduce the pumping stage by stopping the longest running pump and placing it at the end of the pump rotation sequence.
