About this opportunity

The City of Philadelphia is issuing a micro purchase solicitation for toner cartridges and drums with a contract period from April 29, 2026, through June 30, 2026. This procurement will be awarded as a whole or by individual line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Bidders must submit quotes on all items listed in the solicitation to be eligible for award consideration. The solicitation was posted on April 29, 2026, with a submission deadline of May 6, 2026, and quotes must remain valid for 60 days from submission. All products must be delivered FOB Destination Point, and no delivery or services shall commence until the vendor receives formal written notification from the department. Sellers are required to maintain general liability insurance with a minimum limit of $500,000 per occurrence, workers' compensation insurance at statutory limits, and automobile liability insurance at $300,000 per occurrence. Pricing must be quoted net and exclusive of taxes, as the City of Philadelphia is exempt from federal excise, transportation, and Pennsylvania sales and use taxes, with payment contingent upon City approval and submission of invoices through electronic deposit.

The City of Philadelphia encourages participation from Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) owned and controlled businesses and has included a voluntary LGBTQ Applicant Data Form to identify such enterprises for potential inclusion in the City's vendor database; participation in this data collection is entirely voluntary and does not affect bid eligibility or award determination. Vendors may also hold certifications from the National LGBT Chamber of Commerce (NGLCC), the Independence Business Alliance (IBA), the Eastern Minority Supplier Development Council, Pennsylvania Unified Certification Program, Disability:IN, or the Women's Business Enterprise National Council. All bidders must execute and submit a Consent and Authorization Agreement through the PHLContracts eProcurement platform either at the time of vendor registration or with their first quote submission, and must comply with Philadelphia's nondiscrimination requirements, tax indebtedness certifications, and ethics laws. The micro purchase has a maximum dollar limit of $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. Submissions must be made electronically through the PHLContracts platform, and vendors must complete all required tabs, declare Local Business Entity (LBE) certification status if applicable, answer all mandatory questions, and address any validation warnings prior to final submission.
