About this opportunity
Hillsborough County Public Schools (HCPS) has issued a Request for Information (RFI) for textbook management software to support its district-wide inventory tracking and management system. The RFI seeks a comprehensive software solution capable of organizing and automating textbook inventory across 236 schools, with functionality to check out and check in textbooks to teachers and students, track fines for lost or damaged materials, and synchronize with the district's existing student information system. HCPS currently manages approximately 1,789,070 textbooks and materials using Follett's Destiny software, which is set to expire in June 2027. The procurement seeks vendors with extensive K-12 multi-site experience and proven migration capabilities. Key submission requirements include addressing background information, cost structures, hosting options, data security, system integration capabilities, performance expectations, and migration strategies. The RFI was released on January 12, 2026, with questions due by January 19, 2026, at 4:00 p.m., and responses required by January 26, 2026, at 4:00 p.m. through the VendorLink procurement portal.
This RFI is explicitly informational and will not result in a direct contract award, serving instead as a planning mechanism for a future competitive solicitation. No specific set-aside designations or enterprise restrictions were noted in the documentation. The current incumbent vendor is Follett with their Destiny software, and the new solution must integrate with existing district systems including the student information system (FOCUS), learning management system (Canvas), and single sign-on platform (ClassLink). While no specific budget range was provided, the scope suggests a comprehensive solution for a large school district with 225,000 students and 24,000 staff members. Respondents are expected to provide detailed information about implementation costs, migration strategies, and system capabilities without submitting actual pricing. The district is particularly interested in vendors who can demonstrate successful large-scale K-12 software implementations, robust data security compliance, and innovative approaches to textbook inventory management.
