About this file
This is a Request for Information (RFI) issued by Hillsborough County Public Schools (HCPS), a Florida K-12 school district serving approximately 225,000 students across 236 schools. HCPS seeks information regarding textbook management software solutions to support district-wide inventory tracking and management of approximately 1,789,070 textbooks and materials. The requested software must organize and automate textbook inventory, enable checkout and check-in functionality for teachers and students, track fines for lost or damaged materials, and integrate with the district's existing student information system (FOCUS), learning management system (Canvas), and single sign-on platform (ClassLink). The RFI was released on January 12, 2026, with a deadline for questions on January 19, 2026, at 4:00 p.m., and a response deadline of January 26, 2026, at 4:00 p.m. through the VendorLink procurement portal. No contract award will result directly from this RFI; responses will be used solely for planning purposes to inform a future competitive solicitation. The current system, Follett's Destiny software, is set to expire in June 2027.
The RFI explicitly states that no pricing information is requested from respondents; instead, vendors should describe their general cost structures, including subscription models, per-site fees, per-FTE pricing, module-based approaches, and one-time implementation or migration fees. HCPS is particularly interested in vendors with extensive K-12 multi-site experience, proven large-scale migration capabilities, expertise in SIS and SSO integrations, and demonstrated knowledge of data security and FERPA compliance. The district emphasizes the need for vendors capable of supporting 236 independent school sites within a unified environment while addressing performance expectations for approximately 175,000 students and significant concurrent users. Respondents should also address hosting options (cloud, on-premise, or hybrid), data migration strategies from Follett Destiny, implementation timelines, training formats, and ongoing support models. No specific budget range was provided in the RFI. HCPS has an annual budget of approximately $3 billion and is led by Superintendent Van Ayres.
