About this file

This is a Request for Information (RFI) issued by Hillsborough County Public Schools (HCPS) in Florida regarding textbook management software solutions. HCPS, the nation's seventh-largest school district with 236 schools, 225,000 students, and 24,000 staff members, seeks information to guide the development of a future competitive solicitation for software that will organize and automate textbook inventory across the district, enable check-out and check-in functionality for teachers and students, track fines for lost or damaged materials, and integrate with existing district systems including the student information system (FOCUS), learning management system (Canvas), and single sign-on platform (ClassLink). The district currently manages approximately 1,789,070 textbooks and materials using Destiny software by Follett, which expires in June 2027. The RFI was released on January 12, 2026, with a question deadline of January 19, 2026, at 4:00 p.m., and responses are due by January 26, 2026, at 4:00 p.m. This RFI is informational only and will not result in contract award; responses will be used solely for planning and development of a future RFP.

HCPS specifically seeks input from textbook management software vendors, companies with large-scale K-12 multi-site experience, and organizations with proven migration experience. Respondents should address background information, cost structure (subscription, per-site, per-FTE, or module-based models), one-time implementation and migration fees, hosting options (cloud/SaaS, on-premise, or hybrid), data security and FERPA compliance, integration capabilities with K-12 systems, performance expectations for 236 sites with approximately 175,000 students and significant concurrent users, migration experience from Follett Destiny, implementation timelines, training and support models, and innovative use cases from other large K-12 districts. No pricing is requested in responses. Respondents should be prepared to address risks associated with system transitions, district responsibilities during migration, and recommendations for the future RFP structure. All submissions must be uploaded to VendorLink, HCPS's designated procurement portal.
