About this opportunity

The City of St. Petersburg is soliciting proposals for temporary staffing services, including recruitment, screening, testing, training, orientation, payroll, and reporting across 25 position categories, with proposals due October 29, 2026 at 3:00 p.m. and a question deadline of October 6, 2026. No set-aside or preference program is specified; participation by small, women-owned, minority-owned, and veteran-owned business enterprises is voluntary with no minimum threshold required.

The scope spans labor, clerical, maintenance, skilled trades, security, and event-support roles. Vendors must provide hourly rates for all 25 positions and demonstrate capacity to fulfill supplemental staffing requests with minimal notice and in response to local states of emergency. Pre-placement medical examinations are required for 16 of the 25 position categories (Laborer, Maintenance Workers I and II, Security Officer, Truck Driver, Custodian I, Facilities Workers I and II, Meter Reader, Water Conservation Accounting/Field Technician, Utility Locator Technician, Tire and Wheel Specialist, Equipment Mechanic I, Storekeeper I, and Aide I); nine positions are exempt. The incumbent vendor, Personnel Solutions Plus LLC, holds current rates ranging from $19.32 per hour (Aide II) to $99.52 per hour (Event Supervisor II) under Agreement 247428; vendors submitting proposals must price all positions to be deemed responsive.

The initial contract term is three years with two optional one-year renewal periods. Evaluation is weighted across Qualifications and Experience (40 points), Project Approach (35 points), Cost Analysis (15 points), and Business Enterprise Program Outreach and Utilization (10 points). Vendors must document a minimum of three years' experience in temporary staffing, maintain commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and comply with background checks varying by department assignment, including Level 2 screenings for Parks and Recreation, Port (requiring TWIC), Water Resources, and Police. All proposals must be submitted as a single continuous PDF not exceeding 30 pages via the OpenGov Procurement portal. The City reserves the right to award to a single vendor, split orders, or award on an individual item basis.
