About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a temporary staffing services contract opportunity. The City of St. Petersburg is soliciting proposals from qualified firms to provide temporary staffing services, including recruitment, screening, testing, training, orientation, payroll, and reporting. The form requires proposers to document their anticipated use of small, women-owned, veteran-owned, and minority-owned business enterprises as subcontractors, specifying the percentage of contract amount allocated to each category. Proposers are expected to describe their outreach efforts and strategies for engaging and reducing barriers to participation by these business enterprises through mentorship, education, and process improvements.
Participation by small, veteran, minority, and women-owned businesses is voluntary, with no minimum participation level required as a condition for contract award. Proposers will not be deemed non-responsive if they indicate zero participation from these business categories. The City encourages proactive engagement with small and diverse business enterprises but does not mandate a specific level of subcontractor utilization from these groups. Proposers must list all anticipated subcontractors in the applicable business enterprise categories on the utilization plan form.
