Broward County, Florida is requesting quotes for temporary kitchen personnel services at the Broward Addiction Recovery Center (BARC) under solicitation GEN2132621Q1, with quotes due July 22, 2026 — a closing date 48 hours from posting.

The scope covers three positions — Cook (450 hours), Food Handler/Kitchen Assistant (700 hours), and Food Manager (275 hours) — totaling 1,425 hours. All positions require Florida food safety certification (Food Manager or Food Handler as appropriate), CPR/AED certification, valid Florida driver's license, 5-panel drug screening (semi-annual), and Florida Department of Law Enforcement Level 1 background check (biennial). Services are primarily needed 6:00 a.m. to 5:30 p.m., Monday through Friday, with weekend availability on 24-hour notice. The vendor must demonstrate minimum three years' experience providing temporary kitchen personnel services. Individual staff assignments are capped at six months unless written BARC approval permits extension. Qualified staff must begin work within 24 hours of notification and confirm availability at least 24 hours prior to orientation.

The vendor bears costs for drug testing, background checks, and staff training reimbursement capped at eight hours per employee. Compensation is hourly with overtime at 1.5× the regular rate after 40 hours weekly. The vendor must provide identification badges, pre-hire documentation packets two weeks prior to scheduling, and ensure all personnel complete mandatory HIPAA and 42 CFR training before assignment. The County reserves the right to remove or replace personnel deemed unqualified, requiring replacement within 24 hours.

Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Auto Liability ($500,000 combined, waivable if no driving), Workers Compensation at statutory limits, and Employers Liability ($500,000 per accident), with Broward County named as additional insured. All contractor personnel requiring unescorted facility access must obtain a County-issued contractor identification badge following Level 1 FDLE background screening at the vendor's cost.

Bids range from $28,925 to $53,575. The contract term runs three years with potential renewal for up to two additional one-year terms, not to exceed five years.
