About this opportunity
The State of New Jersey, through the Department of Environmental Protection and Department of the Treasury, is procuring Waterway Debris Assessment Services for Disasters in Mercer County and Trenton City. The services will involve pre-event planning, locating and identifying eligible waterway debris, estimating debris volumes, and reporting requirements, utilizing various assessment methods and technologies. Vendors must have the capability to simultaneously work across multiple regions within the state and mobilize rapidly upon receiving task orders. Pricing for the services will be on a firm, fixed-unit rate basis. The solicitation is open to qualified vendors, with proposals due on November 8, 2017. There is no guarantee of minimum work under the resulting contracts.
The contract opportunity is set aside for small businesses registered with the New Jersey Division of Revenue and Enterprise Services, Small Business Registration and M/WBE Certification Services Unit, across three revenue categories. Bidders must make a good faith effort to subcontract at least 25% of the contract value to qualifying small businesses, with a minimum of 5% awarded to each category. The state does not identify any incumbent contractors. Payment for services rendered will be the responsibility of the using agencies, and vendors will be required to assist in obtaining maximum reimbursement from available funding sources, including FEMA, if the disaster event is federally declared.
