About this opportunity
Syracuse Arts Academy is requesting proposals for food service management services covering the 2026–2027 school year (August 17, 2026, through June 30, 2027), with proposals due August 12, 2026, at 3:00 PM and questions due July 27, 2026, at 5:00 PM. This is a fixed-price RFP structured under Utah State Board of Education Child Nutrition Programs oversight, requiring FSMC adherence to federal meal standards and state regulatory compliance.
The scope encompasses breakfast, lunch, and afterschool snack services across four Syracuse Arts Academy campuses—Antelope Elementary, Antelope Jr. High, North Campus, and South Campus—serving 2,050 students with projected meal equivalents of 241,278 meals over 174 service days. The contract includes optional participation in the Summer Food Service Program, Seamless Summer Option, and Child and Adult Care Food Program. Food must meet minimum USDA grading standards (Grade A/Choice for meat, dairy, and produce); all food additives are subject to Utah House Bill 402 restrictions effective 2026–2027. The FSMC must adhere to the school's 21-day mandated menu cycle and comply with the Local Wellness Policy. The school retains control of the Child Nutrition accounts, meal pricing, student eligibility, and employee retention; the FSMC manages food procurement, direct operational costs, and management fees.
The contract is scored using a One-Step method: cost (35 points), Service Capability Plan (20 points), Personnel Management/Staffing (20 points), Years of Experience (10 points), Quality Assurance (10 points), and Student and Staff Engagement (5 points). A minimum score of 70 points is required. Cost pricing structure includes direct operational costs, an administrative fee per meal, and a fixed management fee; FSMCs must account for USDA donated commodity pass-through value ($97,924.50 projected). Total projected revenue is $931,537.86. The contract term runs through June 30, 2027, with options for up to four additional one-year renewals by mutual agreement and USBE approval.
FSMCs must carry comprehensive general liability of $1 million per incident, worker's compensation of $1 million, vehicle insurance of $1 million, and umbrella liability of $1 million, with Syracuse Arts Academy named as additional insured. For SFSP participation, a bid guarantee of at least 5 percent of total bid price and a performance bond are required. Bidders must submit debarment certification, lobbying certification, independent price determination certificate, and acknowledgment of FSMC contract terms. Responses are submitted to Kellie Mudrow at 2965 W 1700 S, Syracuse, UT 84075.
