About this file
This document is a set of minimum food specifications issued by Syracuse Arts Academy in Utah for their Food Service Management contract. The specifications establish quality standards across all food categories that bidders must meet or exceed when providing food service to the school. The document covers meat and seafood products (requiring USDA Grade Choice beef, lamb, and veal; U.S. No. 1 or 2 pork; and U.S. Government Grade A poultry), dairy products (including Grade A pasteurized milk and USDA Grade A eggs), fresh and processed fruits and vegetables (meeting U.S. Grade A Fancy or Choice standards depending on form), baked goods prepared to USDA breakfast and lunch standards, and staple groceries meeting comparable quality levels. Questions regarding the solicitation must be submitted to Kellie Mudrow at kmudrow@saacharter.org no later than July 27, 2026 at 5:00 PM, with proposals due to Syracuse Arts Academy at 2965 W 1700 S, Syracuse, UT 84075 by August 12, 2026 at 3:00 PM.
These minimum specifications align with Utah House Bill 402, which restricts certain food additives in schools beginning in the 2026-2027 school year. The School Food Authority (SFA) is encouraged to develop more detailed specifications that correspond with their 21-day menu cycle. All food products must be government-inspected, and specific grading requirements ensure consistency in quality across all food categories. The specifications apply to both products prepared on-premises and those purchased from external vendors, requiring all suppliers to maintain standards commensurate with USDA nutrition program requirements.
