About this opportunity

The City of Douglas, Georgia is seeking sealed competitive bids for the comprehensive rehabilitation of Eastside Park under a Land & Water Conservation Fund Grant (SWE Project #23-3455). This procurement encompasses the furnishing of all materials, labor, tools, equipment, and incidentals necessary to complete extensive park improvements including rehabilitation of existing buildings and playground swing sets, construction of a new Tee Ball field with complete irrigation systems, new basketball courts with four goals, new playground equipment suitable for ages 5-12, new and repaired sidewalks, streetside parking with asphalt paving and striping, grading, drainage, and erosion control measures, as well as ancillary work such as concrete pathways, stairs with ADA-compliant handrails, bleachers, fencing, signage, and water quality monitoring. The project scope comprises 64 base bid line items plus 7 additive bid items for construction outside the property boundary, with all work required to comply with the Georgia Department of Transportation Standard Specifications, 2021 Edition. Sealed bids must be received by 2:00 PM on Tuesday, February 17, 2026, at the City of Douglas City Hall (302 South Madison Avenue, Douglas, Georgia 31533), with public opening and reading of bids to follow immediately thereafter. A mandatory pre-bid conference was held on January 20, 2025, at 1:30 PM at City Hall, attendance at which is required for all contractors intending to submit proposals as prime contractors. All bidders must obtain the bid package directly from the project engineer, Statewide Engineering, Inc. (516 East Ashley Street, Douglas, Georgia 31533), at a non-refundable cost of $200 for printed specifications or $50 for PDF format, and must acknowledge receipt of all four addenda by 9:00 AM on February 17, 2026, via email to Nicole.burke@swecivil.com, with failure to do so resulting in bid rejection. The project must be completed within 210 consecutive calendar days from the Notice to Proceed, and questions regarding specifications must be submitted by 9:00 AM on February 13, 2026.

The City of Douglas has established a Disadvantaged Business Enterprise (DBE) goal of 7.34 percent for this project, and all bidders must submit a completed DBE goal form with their proposals. All proposals must be accompanied by a Bid Bond equal to at least 5 percent of the lump sum bid amount, with the successful contractor required to furnish a Performance Bond and Payment Bond each equal to 100 percent of the contract amount, all subject to approval by the City of Douglas Attorney. Additional required submittals include a certificate of insurance, affidavit of non-collusion, equal employment opportunity clause certification, drug-free workplace certification, debarment certification, contractor qualifications documentation, and a complete list of all proposed subcontractors subject to owner and engineer approval; subcontractor affidavits should be submitted with bids where available, with remaining affidavits due upon contract award. All unit prices must include sales tax and applicable fees, with contractors responsible for distributing all costs—including labor, materials, equipment, demolition, removal, disposal, overhead, and profit—across the listed pay items, and payment will be made only for listed items with no additional compensation available for incomplete cost distribution or discrepancies between bid quantities and actual project requirements. The City of Douglas reserves the right to reject all bids, waive informalities, and add or delete items from the contract after award, and no bid may be withdrawn for 60 days following the bid opening. The estimated project budget is $1,100,000, funded through the Land & Water Conservation Fund Grant program, which provides federal funding for public outdoor recreation projects.
