About this file

This is Addendum No. 2 to the Advertisement for Bids issued by the City of Douglas, Georgia, for the Eastside Park Rehabilitation project (SWE Project #23-3455), prepared by Statewide Engineering, Inc. The addendum modifies the original bid solicitation by adding supplemental drawings and specifications for dugout construction, temporary fencing installation, fall protection for playground areas, and electrical infrastructure. Key additions include the provision of 110/120V electrical outlets in each dugout and on the backstop fence for the scorekeeper, installation of 1,730 linear feet of temporary 6-foot chain link fencing with posts and gates, contractor installation of fall protection and playground border reshaping with the City providing fall protection materials, and electrical service coordination for the scoreboard and outlets with a fenced electrical rack area behind the southern dugout. The revised Specification Section 00300 (Bid Proposal) introduces three new pay items: Item 1280 for temporary fencing, Item 1290 for fall protection installation and border reshaping, and Item 1300 for 120V outlets at dugouts and backstop fence. All offerers must acknowledge receipt of this addendum by signing and submitting a copy to Nicole.burke@swecivil.com prior to February 17, 2026 at 9:00 a.m., with bid submissions due at 2:00 p.m. on Tuesday, February 17, 2026. Failure to acknowledge receipt may result in bid rejection.

The project consists of comprehensive park rehabilitation work including baseball and basketball court construction, playground equipment, bleachers, swingset rehabilitation, pathway construction, building rehabilitations, erosion control measures, and various site improvements. The complete bid proposal encompasses 64 line items in the base bid plus 7 additional items in an additive bid for construction outside the property boundary. The bid must include all required certifications and affidavits, including bid bonds or certified checks, certificates of insurance, equal employment opportunity clauses, drug-free workplace certifications, and DBE goal forms. Bidders must provide a complete list of all proposed subcontractors, and any changes require owner and engineer approval. All unit prices must include sales tax, labor, materials, equipment, overhead, profit, and insurance. The apparent low bid will be determined on the total base bid amount, and the successful bidder will have 10 days after written notice of acceptance to execute the formal contract and deliver required surety bonds. Bid security becomes the property of the Owner as liquidated damages if the contract is not executed within the specified timeframe.
