About this file
This is a bid proposal document for the City of Douglas, Georgia, for Project #23-3455, the Land & Water Conservation Fund Grant for Eastside Park Rehabilitation. The project encompasses comprehensive park improvements including construction of new park pathways (915 square yards), a new baseball field with complete irrigation system, basketball court with four goals, playground equipment for ages 5-12, rehabilitation of bathroom and picnic shelter buildings, swingset rehabilitation, concrete stairs, trail signage, and associated site work such as grading and fencing. Additional line items include erosion control measures, temporary sediment management, silt fencing, grassing, and water quality monitoring and inspections. An additive bid section addresses construction work outside the property boundary, including asphalt paving, soil cement base course, and parking lot signage and striping. The proposal requires bidders to declare non-collusion and confirm examination of the site, specifications, and drawings. Bidders must submit proposals with all required documentation, and the bid remains valid for 60 calendar days after the scheduled closing time. Upon acceptance, the bidder must execute the formal contract within 10 days and provide required surety bonds.
The proposal requires bidders to submit unit prices for each line item, with the apparent low bid determined on the total base bid amount meeting all specified criteria. All prices must include sales tax and applicable fees, and contractors are responsible for distributing all costs—including labor, materials, equipment, demolition, removal, disposal, overhead, and profit—across the listed pay items. The document mandates submission of a bid bond or certified check, certificate of insurance, affidavit of non-collusion, equal employment opportunity clause, debarment certification, drug-free workplace certification, subcontractor affidavits, contractor qualifications, and a Disadvantaged Business Enterprise (DBE) goal form. Bidders must provide a complete list of all proposed subcontractors, subject to owner approval. The contract documents specify that payment will be made only for listed items, and contractors are not entitled to additional compensation for incomplete cost distribution or discrepancies between bid quantities and actual project requirements.
