About this file
This is an Addendum No. 1 to a competitive sealed bid solicitation issued by the City of Douglas, Georgia for the Eastside Park Rehabilitation project (SWE Project #23-3455), prepared by the Project Engineer at Statewide Engineering, Inc. The project encompasses rehabilitation of existing buildings, playground equipment, and swingsets; construction of new facilities including a tee ball field, basketball courts, playground equipment, and sidewalks; grading, drainage, and erosion control measures. The addendum revises the mandatory pre-bid conference to February 3, 2026 at 2:00 PM at City Hall (302 South Madison Avenue, Douglas, Georgia 31533), extends the bid submission deadline to February 17, 2026 at 2:00 PM, and establishes a questions deadline of February 13, 2026 at 9:00 AM. The addendum adds scoreboard installation to the scope of work with specific equipment specifications (ELECTRO-MECH 319-40-1060 LX1060 baseball scoreboard, 10 feet by 5 feet), modifies irrigation system requirements for the infield clay area to utilize a separate sprayer system with independent controls, and introduces line item 1270 for the scoreboard work. All bidders must acknowledge receipt of the addendum by signing and faxing a copy to 912-383-6895 by February 17, 2026 at 9:00 AM, with failure to do so potentially resulting in bid rejection. The contract completion period is 210 consecutive calendar days from the Notice to Proceed.
The bid must include a Bid Bond equal to at least five percent of the lump sum bid amount, with Performance and Payment Bonds each equal to 100 percent of the contract amount required upon award. The project is funded through a Land & Water Conservation Fund Grant with a Disadvantaged Business Enterprise goal of 7.34%. Plans and specifications are available from Statewide Engineering, Inc. for $200.00 per printed set or $50.00 per electronic PDF set (non-refundable). All work must comply with the Georgia Department of Transportation Standard Specifications (2021 Edition) and applicable supplemental provisions. Bidders must obtain the bid package from the Engineer to be considered certified, and bids from non-certified bidders will not be evaluated. The bid proposal includes a base bid section and an additive bid section for construction outside the property boundary. The City reserves the right to reject all bids, waive informalities, and add or delete items from the contract after award. No bids may be withdrawn for 60 days after the bid opening.
