About this opportunity

Hillsborough County Public Schools (HCPS) in Florida is soliciting proposals for a Master Agreement to provide Substitute Teacher Services on behalf of itself and the GOVMVMT Purchasing Cooperative, with the contract extending to states, local governments, school districts, higher education institutions, and nonprofit organizations nationwide. The procurement seeks qualified firms to recruit, screen, hire, train, and place substitute teachers and paraprofessionals across elementary, middle, and high schools, supporting various subjects and grade levels. Historical absence data indicates 250,866 absences in 2024-2025, with a current daily substitute workforce of approximately 1,300 professionals. The evaluation will be conducted in two phases, using a 100-point scoring system that includes 25 points for Specifications and Scope of Services, 30 points for Qualifications and Experience, 15 points for Cost and Value, and 30 points for National Cooperative requirements. Key technical requirements include providing a web-based substitute placement system, automated time clock access, and supporting an exchange program for visiting educators. The solicitation's last day for technical questions was October 14, 2025, with proposals due October 28, 2025, at 3:00 PM via VendorLink, and an expected contract award in January 2026 to commence services for the 2026-2027 school year.

The procurement allows for multiple contract awards and does not mandate subcontracting, though it encourages small business participation through an informational Small Business Encouragement Program. While no specific set-aside designations are prominently featured, the solicitation includes provisions for including small and minority businesses and women's business enterprises in subcontracting activities. The incumbent provider is Kelly Education Services, whose contract is expiring. Integration requirements include complex data exchange interfaces with four primary data programs, utilizing CSV format transmission through an Azure-hosted SFTP site. The estimated annual budget for HCPS is $50,000,000, with a projected national cooperative value of $100,000,000 annually at contract maturity. Proposers must provide comprehensive insurance coverage, including workers' compensation and general liability, and must comply with federal funding requirements, such as debarment certifications, lobbying restrictions, and domestic preference provisions. The contract term is initially four years with potential automatic renewals, not to exceed eight years total, and includes administrative fee structures ranging from 1.75% to 1.00% of annual contract spend.
