About this opportunity
The County of Orange, California, is conducting a fully electronic Request for Proposals (RFP-017-2952904-RE) for comprehensive Staffing Services and Related Services and Solutions spanning administrative, medical, and information technology staffing across Orange County and San Francisco City jurisdictions. The procurement seeks qualified firms capable of providing staffing solutions including temporary-to-hire services, direct hire services, managed service provider solutions, and recruitment process outsourcing for various government departments and participating public agencies nationwide. Respondents must demonstrate a minimum of three years of experience in staffing services and provide at least three client references, with proposals evaluated across three phases: written proposal (500 points), presentation/interview (400 points), and price proposal (100 points). The RFP requires electronic proposal submissions through the County's eProcurement Portal by January 26, 2026, at 2:00 p.m., with all questions and clarification requests due by December 22, 2025, at 2:00 p.m. Comprehensive screening requirements include criminal background checks, DMV record verification, credit checks, employment history verification, education verification, and various testing protocols for medical and IT positions. Candidate screening covers over 100 distinct job classifications across administrative, medical, and technology sectors, with detailed position descriptions specifying minimum qualifications, technical skills, and certification requirements.
The RFP does not explicitly outline specific set-aside designations for disadvantaged enterprises, though it emphasizes compliance with federal, state, and local labor laws, including California Labor Code provisions and equal employment opportunity requirements. The contract establishes a five-year regional cooperative agreement with potential nationwide utilization, projecting over $1.08 billion in potential cooperative sales and generating an anticipated $21.6 million in administrative rebate revenue through a 2% rebate on non-County cooperative sales. Pavilion Cooperative Management Services will serve as the third-party administrator for tracking cooperative participation and verifying rebate payments. While no incumbent vendors are specified, the contract allows public agencies, educational institutions, and nonprofit organizations across all 50 U.S. states to access the competitively solicited staffing services. Contractors are required to maintain comprehensive insurance coverage, including general liability ($1,000,000), workers' compensation, and professional liability ($1,000,000), with the County retaining audit rights for three years following contract expiration to verify reported sales and rebate payments.
