1.1 EXECUTIVE SUMMARY
The County of Orange, California, through its Regional Cooperative Agreement (RCA) Program, is releasing this Request for Proposals (RFP) to establish a nationwide cooperative contract for Staffing
Services and Related Services & Solutions.
This solicitation is designed for multi-state cooperative use across all 50 U.S. states, enabling public agencies, educational institutions, and non-profit organizations to access competitively solicited staffing services under a single contract.
