About this file
This is Amendment No. Four to a Regional Cooperative Agreement (Contract No. RCA-017-21010020) between the County of Orange, California, and Lloyd Staffing Inc., a New York Corporation, for temporary help services. The original contract was executed on May 25, 2021, with an initial term through May 24, 2026, and includes a one-year extension option through May 24, 2027, under a cost reduction program with a 10% discount. Amendment No. Four, effective January 1, 2026, updates pricing for hourly bill rates across two categories of temporary staffing classifications. The amendment modifies compensation rates for Category A positions including customer service representatives, data entry specialists, information processing specialists, office assistants, secretaries, and various technician roles, with rates ranging from $21.93 to $27.51 per hour. Category B pricing for accounting assistant positions is also adjusted, with the rate increased to $37.76 per hour effective January 1, 2026.
This amendment represents a pricing adjustment mechanism built into the original cooperative agreement structure, with previous amendments executed on January 1, 2023, January 1/5, 2024, and January 1, 2025. The document indicates that all other contract terms and conditions remain unchanged and in full force and effect. Lloyd Staffing Inc. executed the amendment through dual corporate officer signatures (President and CFO) on December 3, 2025, with County of Orange approval by Procurement Contract Analyst Robert Esparza on the same date. The agreement continues to govern the provision of temporary staffing services to Orange County under the regional cooperative procurement framework.

IN WITNESS WHEREOF, the Parties hereto have executed this Amendment on the dates shown opposite their respective signatures below.
LLOYD STAFFING INC., A State of New York Corporation
If the Contractor is a corporation, signatures of two specific corporate officers are required as further set forth. The first corporate officer signature must be one of the following: 1) the Chairman of the Board, 2) the President or 3) any Vice
President. The second corporate officer signature must be one of the following:
1) Secretary, 2) Assistant Secretary, 3) Chief Financial Officer or 4) Assistant Treasurer. The signature of one person alone is sufficient to bind a corporation, as long as he or she holds corporate offices in each of the two categories described above.
For County purposes, proof of such dual office holding will be satisfied by having the individual sign the instrument twice, each time indicating his or her office that qualifies under the above, described provision. In the alternative, a single corporate signature is acceptable when accompanied by a corporate resolution demonstrating the legal authority of the signator to bind the corporation.
