About this file
This is Amendment No. Four to a Regional Cooperative Agreement (RCA-017-21010020) between the County of Orange, California, and Lloyd Staffing Inc., a New York corporation, for Temporary Help Services. The original contract was effective May 25, 2021, through May 24, 2026, with a one-year extension option through May 24, 2027, as part of a Cost Reduction Program providing a 10% discount. Amendment No. Four, executed December 3, 2025, and effective January 1, 2026, updates hourly billing rates across multiple job classifications in Category A and Category B positions. Category A classifications include Customer Service Representative, Data Entry Specialist, Information Processing Specialist, Information Processing Technician, Information Technology System Technician II, Office Assistant, Office Specialist, and various Secretary positions (Secretary I, II, and III). Category B includes the Accounting Assistant II classification. The amendment maintains all other terms of the original contract in full force and effect.
The amended rates for January 1, 2026, reflect adjustments across all specified classifications, with Category A rates ranging from $21.93 to $27.51 per hour and Category B rates established at $37.76 per hour for Accounting Assistant II. Notable adjustments include the Information Technology System Technician II rate declining from $36.30 to $27.51, while most administrative and clerical positions increased moderately. The document confirms that all other classification hourly rates remain unchanged from previous amendments. The amendment was signed by Lloyd Staffing Inc. officers (President Lourdes Santana and CFO Susan King) and County of Orange Procurement Contract Analyst Robert Esparza, establishing the updated compensation structure for staffing services provided under the regional cooperative agreement.

IN WITNESS WHEREOF, the Parties hereto have executed this Amendment on the dates shown opposite their respective signatures below.
LLOYD STAFFING INC., A State of New York Corporation
If the Contractor is a corporation, signatures of two specific corporate officers are required as further set forth. The first corporate officer signature must be one of the following: 1) the Chairman of the Board, 2) the President or 3) any Vice
President. The second corporate officer signature must be one of the following:
1) Secretary, 2) Assistant Secretary, 3) Chief Financial Officer or 4) Assistant Treasurer. The signature of one person alone is sufficient to bind a corporation, as long as he or she holds corporate offices in each of the two categories described above.
For County purposes, proof of such dual office holding will be satisfied by having the individual sign the instrument twice, each time indicating his or her office that qualifies under the above, described provision. In the alternative, a single corporate signature is acceptable when accompanied by a corporate resolution demonstrating the legal authority of the signator to bind the corporation.
