About this file
This is Amendment No. Four to a Regional Cooperative Agreement (RCA-017-21010020) for Temporary Help Services between the County of Orange, California, and Lloyd Staffing Inc., a New York corporation. The amendment updates compensation rates across multiple job classifications in Category A and Category B effective January 1, 2026. Category A classifications include Customer Service Representative, Data Entry Specialist, Information Processing Specialist, Information Processing Technician, Information Technology System Technician II, Office Assistant, Office Specialist, Secretary I, Secretary II, and Secretary III. Category B includes Accounting Assistant II. The original contract was executed May 25, 2021, through May 24, 2026, with a one-year extension option through May 24, 2027, as part of a Cost Reduction Program Participating Amendment offering a 10% discount. This amendment represents the fourth pricing adjustment since the contract's inception, with previous amendments effective January 1, 2023, January 1/5, 2024, and January 1/1, 2025.
The amendment modifies hourly billing rates across all listed classifications, with rates varying by position and effective date. For example, Customer Service Representative rates increased from the original $20.40 to $21.93 effective January 1, 2026, while Information Technology System Technician II rates adjusted to $27.51, and Accounting Assistant II rates reached $37.76 effective the same date. All other contract terms remain unchanged and in full force and effect. The amendment was executed on December 3, 2025, with signatures from Lloyd Staffing Inc. officers Susan King (President) and Lourdes Santana (CFO), and County of Orange representative Robert Esparza (Procurement Contract Analyst).

IN WITNESS WHEREOF, the Parties hereto have executed this Amendment on the dates shown opposite their respective signatures below.
LLOYD STAFFING INC., A State of New York Corporation
If the Contractor is a corporation, signatures of two specific corporate officers are required as further set forth. The first corporate officer signature must be one of the following: 1) the Chairman of the Board, 2) the President or 3) any Vice
President. The second corporate officer signature must be one of the following:
1) Secretary, 2) Assistant Secretary, 3) Chief Financial Officer or 4) Assistant Treasurer. The signature of one person alone is sufficient to bind a corporation, as long as he or she holds corporate offices in each of the two categories described above.
For County purposes, proof of such dual office holding will be satisfied by having the individual sign the instrument twice, each time indicating his or her office that qualifies under the above, described provision. In the alternative, a single corporate signature is acceptable when accompanied by a corporate resolution demonstrating the legal authority of the signator to bind the corporation.
