About this opportunity
The Florida Department of Management Services (DMS) has issued Invitation to Bid (ITB) No. DMS-24/25-250 for water-based fire protection system testing, inspections, maintenance, and repair services across Regions 2, 3, and 4, which include facilities in Alachua, Duval, Volusia, Hillsborough, Orange, Pinellas, Polk, Broward, Miami-Dade, Lee, Monroe, Palm Beach, and St. Lucie counties. The procurement seeks a contractor(s) to provide comprehensive fire protection services, including weekly and monthly fire pump inspections, quarterly and annual system testing, Year One sprinkler head testing, and emergency repair services. Contractors must be National Institute for Certification in Engineering Technologies (NICET) Level II or higher certified and obtain proper State Fire Marshal permits. Mandatory site visits are required between February 20 and March 7, 2025, with questions due by March 10, 2025 at 2:00 PM ET, and bid submissions due March 20, 2025 at 2:00 PM ET. The initial contract term runs from June 1, 2025, through June 30, 2030, with potential five-year renewal options. Bidders must submit detailed pricing using standardized price sheets for water-based fire protection systems and fire pump services, with prices remaining firm throughout the contract term.
The solicitation does not specify specific set-aside designations or restrictions for disadvantaged enterprises, though the Department encourages supplier diversity. The historic annual spend for these services across all three regions is approximately $75,000, with the Department intending to make single awards by region but reserving the right to award to one bidder across all regions or make no award. Contractors must provide preferred pricing, meaning fees cannot exceed those charged to other organizations for substantially similar services. The contract includes strict performance standards with financial penalties of $100 per day for late reporting or non-compliance. Background screening requirements mandate comprehensive checks for all contractor personnel, and the contract prohibits offshoring of services or data storage outside the United States. Bidders must complete various certification forms, including verifications of E-Verify system usage, non-participation in boycotts, and compliance with state and federal regulations. The contract allows for potential facility additions within the specified regions, with pricing for new facilities to be negotiated based on similar existing contract terms.
