About this opportunity

The Orange County Transportation Authority is requesting bids on small equipment rental services under IFB 250254, with bids due April 13, 2026, and a question deadline of March 25, 2026 at 5:00 p.m. This is a re-competed solicitation; the original IFB 250129 (due January 12, 2026) received two non-responsive bids and was cancelled. No set-asides or DBE goals apply.

The scope covers on-demand rental of small equipment including temporary fencing, windscreens, portable barriers, generators, light towers, air compressors, forklifts, scissor lifts, mini excavators, compactors, storage containers, and pressure washers across eight OCTA facility bases and operational centers throughout Orange County, including Anaheim, Garden Grove, Irvine, Santa Ana, and multiple transportation centers and OC Streetcar facilities. The contractor must deliver and remove equipment within 24 hours of request and provide replacement units within 24 hours in case of malfunction. All equipment must comply with OSHA and CAL/OSHA standards and be delivered clean and ready for use. The contractor shall furnish a dedicated point of contact and provide basic technical support upon request. OCTA reserves the right to award all requirements to a single bidder or apportion among multiple bidders.

The estimated contract value is $100,000 over a one-year term effective May 1, 2026 through April 30, 2027, with no renewal options. Funding is allocated from Local Measure M sources. Award will be made to the lowest responsive and responsible bidder on a lump-sum basis. Cost is the sole evaluation criterion weighted at 100 percent. All freight costs, including transportation, fuel surcharges, and setup fees, must be included in the bid price with F.O.B. destination terms.

Required insurance includes general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limits), workers' compensation as required by California law, and employer's liability ($1,000,000 per accident). All policies must name OCTA as additional insured with waiver of subrogation. Carriers must be licensed in California and rated A- VII or better by A.M. Best.

Safety specifications mandate equipment inspection standards, maintenance protocols, operator training, PPE provisions, hazard mitigation, and incident reporting in compliance with California regulations and OSHA standards. Contractors must maintain detailed maintenance logs, conduct pre-operation inspections, and implement a comprehensive safety management plan prior to award. Bidders must submit project references for similar services within the past two years, a Status of Past and Present Contracts form, a list of subcontractors representing more than one-half of one percent of the bid amount, and acknowledgment of any addenda. OCTA encourages subcontracting with small businesses to the maximum extent possible. The Authority reserves the right to award based on receipt of adequate federal, state, and local funds.
